STATEMENT OF WORK

Naval Hospital Okinawa Hand Hygiene Web Based Application Purchase

1. BACKGROUND

A comprehensive tool is need by Infection Prevention for monitoring, recording and reporting hand hygiene compliance data. Current “pen and paper” system is very time consuming as it requires information to be entered manually by the user into a database and then compiling data monthly into reports and charts for review. Access to this information is not readily available for reviewing and tracking by leadership for sustainability purposes.

2. SCOPE

The Contractor shall furnish a hand hygiene compliance web based system which offers automatic reporting and can be customized by the facility to set goals and track progress.

3. TASKS/REQUIREMENTS

Specific required specifications are mentioned below:

· A software tool that allows either single or multiple users to enter data from an observation conducted within his or her workspace.

· The data entered must include: location of space; form of hand hygiene used (Soap/water, hand sanitizer or none); staff observed (provider, nurse, corpsman, etc...,) and whether or not hand hygiene was conducted upon entering and/or exiting the space.

· Must be able to record the exact date and time observation was conducted and entered into database. Information must then be immediately processed into a report that would allow supervisors to review and track.

· Must be able to record and process over 900 observations per month.

· Data used with software must be available in a compatible format to upload into The Joint Commission Targeted Solutions Tool Website.

· Does not require additional equipment that would otherwise need approval by the IT Department. A web-based application is preferable as the cost of additional equipment would be much more expensive.

· Software program gives a user the ability to use either a standardized template created from the program or enter an observation manually via workstation or any mobile device or cell phone.

· Software can be modified as so that the report template can easily be interpreted to identify problem areas.

· Gives the command the ability to establish an administrator who could grant permissions to review and/or enter data.

· Vendor must be available to provide training and technical support as needed.

· Software doesn't require patient or staff identifiers when entering data which would otherwise violate HIPAA standards.

· Vendor can offer free updates to program without additional costs

· Government Salient “Must Have” characteristics for the hand hygiene tracking device:

- Recording and processing a minimum of 900 hand hygiene observations per month.

- Allows user to enter an observation manually via a workstation or mobile device

- Available training and technical support

- Data must be compatible and available to upload with The Joint Commission Targeted Solution Tools website -Compatible with Windows Operating System

· Pre-Delivery Notification Required; so that our Facilities Manager can plan for the Govt. install

· 6. GOVERNEMNT FURNISHED PROPERTY/TASK(S):

The Government will be responsible to prepare for receipt of the equipment and provide for government installation at our location
