About this file

This is a Combined Synopsis and Solicitation with two amendments for a Request for Quote (RFQ) number N66604-27-Q-0005 issued by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT). The Naval agency seeks crane services on a Firm Fixed Price basis to remove and replace three 35-foot tall antennas at the Shipboard Electronics Systems Evaluation Facility (SESEF) located at JEB Little Creek - Fort Story, 102 Cape Henry Circle, Virginia Beach, VA 23459. The requirement is a 100% small business set-aside with a NAICS code of 532490 and a size standard of $40 million. The scope of work requires crane services with operator, riggers, and equipment in accordance with an attached Statement of Work; connect/disconnect services are not required, only crane and rigging services. The removed antennas must be moved less than 100 feet to a nearby grass area, and system testing will be performed by SESEF personnel.

The RFQ closing date was extended via Amendment 2 to Thursday, October 15, 2026, at 14:00 Eastern Time. Offerors must provide their own priced quotations with a validity period of at least 60 days from the due date. The period of performance must commence no later than October 22, 2026, with offerors to indicate their anticipated end date. Award will be made to the Lowest Priced Technically Acceptable (LPTA) offeror, with the government considering past performance information which may render quotes technically unacceptable. Key requirements include SAM registration with "Debt subject to offset" marked as "no" for micropurchases, a valid driver's license for base access (visitor passes arranged by Fort Story team), and no DD254 or security badge requirements. Quotes must be submitted electronically to JP McCauley at john-paul.mccauley.civ@us.navy.mil and should include price, shipping costs, delivery terms, point of contact information, and CAGE code. The Statement of Work is available upon request to the POC following confirmation of a valid SAM account.
