About this file
This is a Solicitation, Offer and Award (Standard Form 33) for a water vending services contract issued by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT).
The Government seeks a contractor to provide water dispensing machine services to NUWCDIVNPT and Naval Station Newport across up to 81 buildings for a 60-month performance period (with a maximum contract duration of 5 years). The contractor must furnish and install non-bottled water dispensing machines equipped with hot/cold options and thermal overload protection in locations agreed upon with water pool managers. The contractor is responsible for all installation, maintenance, repairs, stocking, and customer service, including responding to service calls within one business day and completing repairs within five working days of notification. The contractor must also obtain all permits, licenses, and comply with federal, state, and local regulations. Machines must be commercially priced competitively and relocated at contractor expense within 15 days if requested by the Government. The contractor shall have all machines installed and operational no later than 45 days after receiving a subscription request.
The contractor must remit a fixed percentage of gross sales (percentage to be determined at award) to the NUWCDIVNPT Civilian Morale Welfare and Recreation Food Services Board monthly, with payments due within 14 days of machine drop-off and submitted within the last day of the third month and every three months thereafter. Failure to make timely payment constitutes material breach and grounds for contract termination. The solicitation is a negotiated procurement (RFP) issued May 1, 2026, with solicitation number N6660426Q0318. Proposals must be submitted electronically by the stated deadline and evaluated on two factors: percentage of gross sales remittance (price) and past performance. The Government intends to make a single award to the responsible offeror offering the best overall value. Award will be made without discussions unless the Government determines discussions are necessary. Minimum insurance requirements include workers' compensation coverage of $100,000, bodily injury liability of $500,000 per occurrence, and automobile liability coverage of $200,000 per person and $500,000 per occurrence for bodily injury.
