About this file

This is a Request for Quote (RFQ Number N6660426Q0314) issued by Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) for Crystal Group commercial items on a sole source, firm fixed price basis with no substitutions allowed.

The procurement covers six Contract Line Items (CLINs) for ruggedized computer systems and components: (1) eight RS1201S14 systems with specific configurations including Intel I9-13900TE processors, 64GB DDR4 memory, and storage; (2) one Crystal Group configuration management fee covering platinum-level customization; (3) sixteen rail mounting kits for RS/RCS series equipment; (4) sixteen extended drive carrier sleds; (5) sixteen Kingston 1.92TB SATA SSDs; and (6) sixteen 115V power cords. The Government requires these items because Crystal Group is the original equipment manufacturer and provides essential ruggedization processes necessary for compatibility with existing platform infrastructure; alternative sources would require complete platform redesign, extensive qualification testing, and significant cost and schedule impacts. Shipping is included in unit prices with F.O.B. Destination delivery to Naval Station Newport, Rhode Island by December 31, 2026. Quotes must be submitted electronically to Amy Prisco at amy.k.prisco.civ@us.navy.mil by April 12, 2026 at 1400 EST with a validity period of at least 60 days. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to offerors meeting technical requirements, possessing acceptable past performance records, and providing items in new condition from U.S. sources. The solicitation is unrestricted with NAICS Code 334111 (Electronic Computer Manufacturing) and PSC 7B22 (IT and Telecom - Computer Servers). Contractors must register with the System for Award Management (SAM) and provide unique item identifiers for items exceeding $5,000 unit acquisition cost.

PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT

WILL BE ISSUED.

Request for Quote (RFQ) Number is N6660426Q0314

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. In association with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award on a firm fixed price (FFP) purchase order for the following Crystal Group items on a Sole Source basis, no substitutions allowed.

The Government’s existing platform infrastructure is manufactured by Crystal Group, the original equipment manufacturer (OEM), which necessitates that the required hardware must also be acquired from Crystal Group.

Without the essential ruggedization process Crystal Group provides, the new hardware would not be compatible with existing and would not be compatible with various conditions the platform is subjected to. Utilizing different hardware is not feasible as it would require complete redesign, engineering, and manufacturing of a new platform.

This alternative would also demand extensive qualification testing, leading to significant cost overruns and schedule delays, therefore, Crystal Group is the only source capable of meeting this requirement.

This requirement is being solicited on an unrestricted basis as concurred with by the NUWCDIVNPT Office of Small Business Programs. The North American Industry Classification System (NAICS) Code is 334111: Electronic Computer Manufacturing. The Small Business Size Standard is 1,250 employees. The Product Service Code (PSC) is 7B22: IT and Telecom - Computer: Servers (hardware and perpetual license software).

THIS SOLICITATION IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination not to compete this proposed requirement based on responses to this solicitation is solely within the discretion of the Government.

Quotes received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
