About this file

This is a Request for Quotation (RFQ) N66604-26-Q-0308 issued by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) for the procurement of one Black Box Server on a brand name basis with no substitutions allowed. The specific server required is a Thinkmate GPX QH10-25E9-10GPU configured as a SAF GPU Server with 61TB SATA 6.0 SSD storage, featuring dual AMD EPYC 9175F processors, 24x 96GB DDR5 ECC memory, eight NVIDIA H200 NVL GPUs, and includes a Thinkmate 3-Year Advanced Parts Replacement Warranty (Zone 0), Thinkmate Update Manager OOB Management Package, and no operating system. The acquisition is unrestricted and classified under NAICS code 334111 with a small business size standard of 1,250 employees. The requirement is justified on a brand name basis because Thinkmate is the original equipment manufacturer for the existing government server architecture, and only Thinkmate and its authorized resellers can provide the hardware; alternative manufacturers would create unacceptable schedule delays, excessive costs, and technical risk.

Quotes must be received electronically by July 15, 2026, at 1400 Eastern Standard Time and submitted to Hannah Murphy (hannah.l.murphy7.civ@us.navy.mil) and Teresa Michael (teresa.m.michael2.civ@us.navy.mil). Delivery is F.O.B. Destination, Newport, Rhode Island, with a required delivery date of August 15, 2026, or sooner. Offerors must include all shipping costs in the unit price with no separate shipping line provided. Award will be made on a Lowest Price Technically Acceptable basis; to qualify, offerors must quote only brand name items in required quantities and specifications, be an authorized reseller, submit detailed specifications, source items directly from the OEM or OEM-authorized channels only, and provide proof that all items are new products sourced from the U.S. The Government reserves the right to terminate for cause if hardware is determined to be non-new or sourced from outside the U.S., with the supplier liable for excess re-procurement costs. SAM registration is required prior to award, and payment will be made electronically via Wide Area Workflow (WAWF). DFARS Clause 252.211-7003 requires contractors to provide a unique item identifier (IUD) for all delivered items with a unit acquisition cost of $5,000 or more.

The request for Quotation (RFQ) number is N66604-26-Q-0308.

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Part 12 Acquisition of Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) requires the procurement of a

Black Box Server on a brand name basis, no substitutions allowed. This requirement is being solicited as unrestricted, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The

North American Industry Classification System (NAICS) Code for this acquisition is 334111. The Small

Business Size Standard is 1250 Employees.

Thinkmate is the Original Equipment Manufacturer (OEM) for the existing server architecture utilized in the designated Government space. The detailed system design, work instructions, and manufacturing schematics required to build this specific server configuration are proprietary to the OEM. Consequently, only Thinkmate and its authorized resellers can provide the required hardware to support Government operations. Incorporating hardware from alternative manufacturers would result in unacceptable schedule delays, excessive duplicative costs, and substantial technical risk to the mission.
