About this file
This file is a Questions and Answers (Q&A) document addressing clarifications to a federal contract solicitation for a mobile line-handling system mounted on a trailer.
The Government requires one contractor-furnished trailer and chassis capable of supporting a 7,000-pound payload (including reel and line) within a 12,000-pound Gross Trailer Weight limit, resulting in a maximum allowable empty weight of approximately 5,000 pounds. The system shall accommodate a variety of line types—including jacketed cable, fluid-filled hoses, and rope—with diameters ranging from 3/8" to 3.5", weights from 0.062 to 4.1 lbs./ft., and a maximum minimum bend radius of 60 inches. The reel shall be contractor-furnished and best suited to the proposed solution, with no specified material requirements for flanges or hubs provided all technical specifications are met. The system is designed solely for spooling line on and off; remote/pendant control and level wind are not required. The overall height requirement with the reel installed is less than or equal to 120 inches, with solutions at 114 inches or less receiving more favorable evaluation ratings. The trailer must include a four-wheel design with a steerable front axle (lockable for highway transport) and fixed rear axle to enable manual repositioning without external power or equipment. The Government has no material preference for frame and structure (aluminum, stainless steel, or coated steel). Acceptance and load testing may occur at either the vendor or Government facility with mutual support. DOT/NHTSA certification is required; the Government will register the final unit with government license plates. Delivery schedule is a best-value evaluation factor, with shorter schedules receiving more favorable ratings. A generator (approximately 200 pounds with fuel and cables) is available for Government supply to assist with stowage design at contractor request.

QuesƟon: Will rope, wire rope, or cable be used? What is the Diameter, length, weight per foot, minimum bend radius?
Answer: A variety of line types will be used, including jacketed cable, fluid filled hoses, and rope.
The largest minimum bend radius is 60 inches. Weight per foot varies between is 0.062 lbs./Ō.
at the lowest and 4.1 lbs./Ō. at the highest. Diameter varies between 3/8” and 3.5”.
QuesƟon: Is the cable being used electromechanical or fiber/data? Is a slip ring or other rotaƟng electrical interface required? How are the cable ends terminated and accessed with the reel in place and with it removed?
Answer: A variety of cables will be used (electrical, opƟcal, mechanical). No slip ring is required.
No other rotaƟng electrical interface is required. Only the outer end is required to be accessed with the reel in place or removed. Cable ends have a variety of ends and will be Ɵed off with
3/8” diameter rope.
QuesƟon: Is the reel to be contractor or government-furnished? Is there any flange or hub material requirement?
Answer: The government’s requirement is that the vendor provides the reel that best suits their proposed soluƟon. There is no further flange or hub material requirement, provided all technical specificaƟons in the TDP are met.
QuesƟon: Does the 7,000 lb payload include the reel and line, or only the line?
Answer: The 7,000 lbs. payload includes the reel and line.
QuesƟon: Is the trailer/chassis contractor requirement? Is the generator Government supplied or only stowage provisions?
Answer: Trailer and chassis are a contractor requirement. Generator is available to be supplied by the Government to the contractor to aid with stowage provision design at contractor request.
QuesƟon: Does the Government have a material preference for the frame and structure
(aluminum vs. stainless vs. coated steel)?
Answer: The Government has no preference as long as the frame and structure meet the requirements laid out in the specificaƟon.
QuesƟon: Is remote or pendant control required, and over what distance? Is a level wind required (powered or manual)?
Answer: Remote/pendant control is not required. A level wind is not required.
QuesƟon: Will the unit only spool line on and off, or is it used to deploy over the side? Any sheave or fairlead interface?
Answer: The Unit is only required to spool line on and off. Sheave/fairlead interface is not required, nor prohibited, provided all technical requirements as outlined in the TDP are met.
QuesƟon: Please provide QuanƟty and delivery schedule required.
Answer: The Government’s current requirement is for one unit. There is no pass/fail requirement for delivery schedule. Schedule has been idenƟfied as one of the Government’s best value evaluaƟon factors, with shorter delivery schedules receiving more favorable raƟngs than longer schedules.
QuesƟon: What is the Government’s requirement relaƟng to acceptance and load tesƟng, and
DOT/NHTSA cerƟficaƟon documentaƟon?
Answer: Acceptance and load tesƟng can be performed at vendor facility with Government support, or at Government facility with vendor support. DOT/NHTSA cerƟficaƟon is required, however the government will register the final unit with government license plates.
QuesƟon: What is the maximum allowable empty weight, and is the generator counted in the
12,000 lb GTW?
Answer: The Maximum allowable empty weight should include the generator (assume 200 LBS max with fuel and cables for this unit). The maximum allowable weight should be defined by the payload and GTW (so ~5,000 lbs).
QuesƟon: What is the purpose of this requirement: “Handler shall include a 4-wheel design; the axle located forward, from the perspecƟve of the direcƟon of travel, shall have a provision to be steered when unit is used off-highway. The steering funcƟon shall be able to be secured into fixed posiƟon to accommodate transportaƟon of the unit over the public roadways. The rear axle shall have a fixed wheel orientaƟon. … this is not a typical trailer requirement.”
Answer: The intent of this requirement is to enable the ability to reposiƟon the trailer manually without a requirement for external power or equipment such as a trailer dolly or jack in the event that the towing/liŌing vehicle is unable to place the trailer in its planned use locaƟon. The government concurs that this is not a typical trailer requirement, but is needed for this use case.
QuesƟon: With the reel installed, the 114” overall height specificaƟon doesn’t leave room for much structure below the reel for the trailer to sit and the reel support structure to sit. Can you indicate if that overall height limit is with the reel installed or is it with the reel removed for transit?
Answer: The overall height requirement includes the reel being installed. SolicitaƟon
Amendment 0002 amends height requirement to less than or equal to 120” with offerors quoƟng soluƟons of 114” inches or less being evaluated more favorably that soluƟons between
114” and 120”.
