About this file
This is a Request for Quote (RFQ) for Adel Wiggins hose assemblies issued by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT).
The RFQ N6660426Q0270 seeks 52 Closure Pressure Nonmetallic Hose Assemblies (Part Number JCM-14169-003) in accordance with specified government drawings, plus Contract Data Requirements Lists (CDRLs) priced separately. The requirement is being solicited on a sole source basis with no substitutions allowed, as the Government's existing platform infrastructure is manufactured exclusively by Adel Wiggins, the original equipment manufacturer, and utilizing different hardware would necessitate complete platform redesign and extensive qualification testing. Award will be made on a firm fixed price basis to the lowest price technically acceptable offeror. Required deliveries are FOB destination to NUWCDIVNPT Newport, Rhode Island with shipping costs included in unit pricing; partial delivery is acceptable. Offerors must acknowledge CLIN 0002, provide proof that items ship from the US (drop shipping prohibited), source items directly from the OEM or OEM authorized channels only, deliver new hardware with certifications indicated in CDRLs, and provide quotation information including point of contact, CAGE code, SAM UID, CMMC UID, and best delivery lead time. The solicitation requires CMMC Level 2 (Self) certification or higher and a NIST SP 800-171 DoD Assessment score not more than three years old, both posted in the Supplier Performance Risk System (SPRS), for drawing access. Contractor must maintain active SAM registration at quote submission, and all quotes must be submitted electronically via email to Amy K. Prisco. The solicitation is posted for less than fifteen days and incorporates standard FAR and DFARS provisions addressing cybersecurity, telecommunications equipment restrictions, and other federal requirements. Drawings designated Distribution D and export controlled require valid Joint Certification Program (JCP) certification and a DD 2345 form for access.

PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT
WILL BE ISSUED.
Request for Quote (RFQ) Number is N6660426Q0270
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. In association with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days.
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award on a firm fixed price (FFP) purchase order for the following Adel Wiggins items on a Sole Source basis, no substitutions allowed.
The Government’s existing platform infrastructure is manufactured by Adel Wiggins, the original equipment manufacturer (OEM), which necessitates that the required hardware must also be acquired from Adel Wiggins.
Without the essential fabrication and certification process in accordance with Government Drawings Adel Wiggins provides, the new hardware would not be compatible with existing and would not be compatible with various conditions the platform is subjected to. Utilizing different hardware is not feasible as it would require complete redesign, engineering, and manufacturing of a new platform. This alternative would also demand extensive qualification testing, leading to significant cost overruns and schedule delays, therefore, Adel Wiggins is the only source capable of meeting this requirement.
This requirement is being solicited on an unrestricted basis as concurred with by the NUWCDIVNPT Office of Small Business Programs. The North American Industry Classification System (NAICS) Code is 33212: All Other Miscellaneous Fabricated Metal Product Manufacturing. The Small Business Size Standard is 1000 employees. The Product Service Code (PSC) is 4720: Hose and Flexible Tubing.
THIS SOLICITATION IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination not to compete this proposed requirement based on responses to this solicitation is solely within the discretion of the Government.
