About this file

This is a Combined Synopsis and Solicitation for Commercial Items (RFQ N66604-26-Q-0213) issued by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) for the acquisition of software-defined radio equipment and associated software licenses. The requirement is being solicited on an unrestricted basis with NAICS code 334220 and a small business size standard of 1,250 employees. This is a sole-source procurement to Viasat for the Viasat NMR-50 radio system, which is the only product meeting the essential technical requirements of supporting multiple circuits (Iridium Short Burst Data, Multi-GNSS, 5 GHz Wi-Fi, 4G/5G Cellular, and TACSATCOM) within a single, compact, ruggedized hardware unit compliant with SOCOM 1U Modular Payload standards (6.20 x 4.29 x 1.5 inches, 1.7 lbs) and integrable into the Project Spindle platform without requiring multiple separate radio frequency switching components.

The Government's requirements consist of four contract line items: (1) four units of NMR-50 Router Bundle with NetAgility Platinum, 250 Mbps data rate, and 1-year license (Part Number 1456320); (2) one NetAgility Aggregator, on-premise, customer-hosted with 1-year license (Part Number 1465517); and (3) one NetAgility Orchestrator, on-premise, customer-hosted with perpetual license (Part Number 1464329). Delivery is FOB Destination to Newport, Rhode Island with a required delivery date of 30 August 2026. Quotes must be submitted electronically to Elizabeth Peckham at elizabeth.a.peckham2.civ@us.navy.mil by 20 March 2026 at 1400 Eastern Standard Time and must include item prices, shipping costs, delivery terms, point of contact information, CAGE Code, UEI number, and a validity period of at least 60 days. Payment will be made electronically via Wide Area Workflow (WAWF), and the contractor must register with the System for Award Management (SAM) prior to award and provide unique item identifiers for items with unit acquisition costs of $5,000 or more per DFARS Clause 252.211-7003.

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.2 –Simplified Procedures. This announcement constitutes the only solicitation;

quotations are being requested and a written solicitation will not be issued.

This requirement is being solicited on an unrestricted basis as concurred with by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Office of Small Business Programs. The North American Industry Classification System (NAICS) code is 334220. The Small Business Size Standard is 1,250 employees. The Request for Quote (RFQ) number is N66604-26-Q-0213.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a firm fixed price (FFP) purchase order to Viasat on a Sole Source basis. The Viasat NMR-50 is the only product that meets the following essential salient characteristics for this requirement:

• Form: Must be a single, compact, ruggedized hardware unit that conforms to the project's defined Size, Weight, and Power (SWaP) constraints. The NMR-50's form factor is compliant with SOCOM 1U Modular Payload standards (6.20 x 4.29 x 1.5 in, 1.7 lbs).

• Fit: Must be integratable into the Project Spindle platform as a single unit without the need for multiple, separate radio frequency switching components.

• Function: Must be a mature, Commercial Off-The-Shelf (COTS), software-defined radio that simultaneously supports the following circuits:

o Iridium (Short Burst Data) o Multi-GNSS (GPS, GLONASS, Galileo, BeiDou) o Wi-Fi (5 GHz Wi-Fi) o 4G/5G Cellular o TACSATCOM

Other radios are capable of supporting the circuits above but not under a single piece of hardware. The platform constraints for this requirement do not allow for the integration of five different radios and the associated radio frequency switching components required to support these circuits. Attempting to do so would result in the loss of critical circuit supportability, exceeding the weight and power requirements for the platform, and ultimately delivering an incapable system to the fleet. Due to the unique technical capabilities of the NMR-50 Radio and associated software, and the fact that Viasat is the only available source, and a sole-source procurement is the only viable option to meet the government’s critical needs.

This solicitation is not a request for competitive quotes. A determination not to compete this proposed requirement based on responses to this solicitation is solely within the discretion of the Government.

Quotes received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. The Government’s minimum requirement is specified as follows.
