The solicitation is for 2 Conical Shock Test (CST) Panels (part number CAVES-CST-002) to be delivered FOB Origin with a desired delivery date of 15 May 2026. This is a sole-source, firm fixed-price (FFP) procurement intended for award to Collins Aerospace, the original manufacturer of the Government's existing infrastructure. The Government requires identical replacement panels to ensure the validity and integrity of critical testing; any deviation in design, material, or manufacturing process would invalidate test results and compromise mission readiness. The solicitation is unrestricted, with NAICS code 332510 and a small business size standard of 750 employees.

Quotes must be submitted electronically to Elizabeth Peckham at elizabeth.a.peckham2.civ@us.navy.mil by 6 March 2026 at 1400 Eastern Standard Time and remain valid for at least 60 days from the due date. Offerors must include item prices, shipping costs, delivery terms, point of contact information, CAGE Code, and UEI number. The Government will pay via electronic payment through Wide Area Workflow (WAWF). Contractors must be registered in the System for Award Management (SAM) prior to award and must comply with CMMC Level 2 (Self) cybersecurity requirements. Items with unit acquisition costs of $5,000 or more require unique item identifiers (UIDs). Applicable FAR and DFARS clauses govern the procurement, including provisions related to cybersecurity, export control, and covered defense information safeguarding.

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This requirement is being solicited on an unrestricted basis as concurred with by the NUWCDIVNPT Office of Small Business Programs. The North American Industry Classification System (NAICS) code is 332510. The Small Business Size Standard is 750 employees. The Request for Quote (RFQ) number is N66604-26-Q- 0212.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a firm fixed price (FFP) purchase order to Collins Aerospace on a Sole Source basis.

The Government’s existing infrastructure was manufactured by Collins Aerospace. The Government is conducting critical testing on the system that includes the panels. To ensure the validity and integrity of the test data, the new panels must be identical in form, fit, and function to the units currently in use. Any deviation in design, material, or manufacturing process would invalidate the results, causing significant delays and rework. Failure to acquire these exact panels from Collins Aerospace would result in direct mission impact and have a negative cascading effect on fleet readiness. Collins Aerospace is the only source capable of providing the required components to meet the Government's highly specialized testing needs without compromising the mission.

This solicitation is not a request for competitive quotes. A determination not to compete this proposed requirement based on responses to this solicitation is solely within the discretion of the Government.

Quotes received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. The Government’s minimum requirement is specified as follows.
