About this file

This is a combined synopsis and solicitation for commercial items issued as a Request for Quotation (RFQ) N66604-26-Q-0165 by the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT). The solicitation is on a sole source basis to Space Exploration Technologies Corp. (SpaceX) for the procurement of SpaceX Walkman Block 2 radios with antennas (Part # 02036038-block 2), quantity 2. The Government requires radio frequency circuits capable of operating under stringent size, weight, and power (SWaP) constraints, and the SpaceX Walkman radio is identified as the only commercially available option that meets these specifications without requiring significant system redesign and engineering. The acquisition is classified under NAICS Code 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) with a small business size standard of 200 employees and PSC 5340 (Hardware, Commercial).

The solicitation specifies a Firm Fixed Price (FFP) basis with delivery F.O.B. Destination to Newport, Rhode Island, with a required delivery date on or before August 30, 2026. Quotes must be submitted electronically via email to Elizabeth Peckham (elizabeth.a.peckham2.civ@us.navy.mil) by 11 March 2026 at 1400 Eastern Standard Time, with late submissions ineligible for consideration. The Government's preferred payment method is via credit card if no surcharge applies; otherwise, Electronic Payment through Wide Area Workflow (WAWF) may be used. Offerors must confirm Government Purchase Card acceptability and include any applicable surcharges in their quotation. The solicitation incorporates various FAR and DFARS provisions and clauses addressing commercial items, cybersecurity, telecommunications equipment, and other federal compliance requirements effective through the latest Federal Acquisition Circular.

Text version

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In accordance with FAR 5.203(b) this combined synopsis and solicitation will be posted for less than fifteen (15) days.

This requirement is being solicited on a sole source basis to Space Exploration Technologies Corp. (SpaceX). The request for Quotation (RFQ) number is N66604-26-Q-0165. The North American Industry Classification System (NAICS) Code for this acquisition is 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The Small Business Size Standard is 200 Employees. PSC is 5340 – Hardware, Commercial.

The Government requires radio frequency circuits that need to be supported under stringent size, weight, and power (SWaP) constraints. The SpaceX Walkman radio is the only radio that can support a subset of the required circuits within the smallest SWaP form factor currently available. There are no other radios in the open market that have the exact fit, form, and function as SpaceX Walkman Radio. Using a different model would require designing, engineering, and testing a new system to the exact specifications to seamlessly integrate and perform with the Government’s current infrastructure. This would result in significant duplication of cost and schedule delays;

therefore, this acquisition can only be obtained through SpaceX.

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to purchase on a Firm Fixed Price (FFP) basis with the below CLIN structure. This solicitation is not a request for competitive quotes. A determination not to compete this proposed requirement based on responses to this solicitation is solely within the discretion of the Government. Quotes received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.

CLIN 0001: Walkman Block 2 radio with antenna, Part # 02036038-block 2, QTY 2

Delivery is F.O.B. Destination, Newport, RI. The Government’s required delivery date is on or before August 30, 2026.

If no surcharge is applicable, the Government’s preferred method of payment is via credit card. Otherwise, Electronic Payment through Wide Area Workflow (WAWF) may be used. Please confirm if Government Purchase Card is an acceptable form of payment within the quotation. Include any applicable surcharge in the quotation.
