About this file

This document describes the ordering process for a multiple award indefinite delivery/indefinite quantity (IDIQ) contract administered by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT). The Government reserves the right to issue one or more orders during the contract ordering period with no obligation to place orders beyond the minimum guaranteed order, which will be satisfied with the first order coincident with contract award. All orders will be competed among eligible awardees in accordance with FAR 16.505(b)(1)(i) Fair Opportunity procedures and DFARS 216.505-70, unless specific exceptions apply.

Orders will be issued through a competitive process whereby all eligible awardees receive electronic notification via email and submit quotes by specified due dates to the identified Point of Contact. Contractors not submitting quotes must notify the Contracting Officer in writing. Each Request for Quote (RFQ) will specify evaluation criteria and require firm fixed prices unless otherwise noted. The Government will conduct a two-step tradeoff analysis prioritizing Schedule/Monthly Throughput over Price, with Schedule/Monthly Throughput being the primary evaluation factor. Step 1 determines each offeror's best individual offer; Step 2 identifies the group of offers providing the greatest overall value to meet the Government's minimum quantity requirements at the best average unit price. The Government reserves the right to award to one, multiple, or no offerors following evaluation. All orders will be firm fixed price, issued in writing and signed by the Order Contracting Officer, and orders shall be funded at time of award. Contractors are prohibited from commencing performance prior to issuance of a signed order.

Ordering Process

A. General

One or more orders may be issued during the ordering period of this contract. It is understood that the Government has no obligation to issue any orders except the minimum guaranteed order, as described in the Indefinite Quantity clause below, and it will be met in first order coincident with award of the basic. All orders to be awarded under this contract will be competed in accordance with (IAW) FAR 16.505(b)(1)(i), Fair Opportunity, and DFARS 216.505- 70, Ordering Under Multiple Award Contracts, unless one of the exceptions to fair opportunity at FAR 16.505(b)(2)(i) applies.

B. Competitive Ordering Process.

1) Pre-solicitation and solicitation. All eligible awardees will receive notification of the solicitation electronically via email. All Orders will incorporate all terms of the contract unless otherwise specified in the RFQ at the Order level. Awardees will be provided a reasonable response period to prepare and submit quotes based on the estimated dollar value and complexity of the Order.

a. The due date shall be set forth in each RFQ.

b. The contractor shall submit its quote by the closing date and time specified in the RFQ via email to the Point of Contact (POC) identified in the RFQ.

c. In the event a contractor is not planning to submit a quote, the contractor is required to notify the Contracting Officer in writing by the closing date of the

RFQ.

d. Contractors are encouraged to submit multiple quotes in accordance with

FAR 52.214-24.

2) Evaluation/Source Selection. The Government will evaluate responses against selection criteria contained in the RFQ. Evaluation criteria at the order level may include:

a. Price: Only firm fixed prices need to be submitted, unless otherwise specified in the RFQ.

b. Schedule/Monthly Throughput including:

• A detailed Integrated Master Schedule (IMS) for production.

• Facility details including a narrative demonstrating how it will meet the proposed throughput.

• Process and execution details including a narrative demonstrating how it will meet the proposed throughput.

• Details related to other ongoing workload, the risks and impacts of which were considered in generating the proposed throughput.

c. Other selection criteria relevant to the particular order as specified in the

RFQ.

The Government intends to solicit and award, at the order level, using a tradeoff scenario in which a split award is likely. The Government will perform a trade off the following which are listed in descending order of importance:

a. Schedule/Monthly Throughput

b. Price

c. Other selection criteria is applicable

The Government reserves the right to award based on multiple offeror's quotes to determine the best overall value to the Government. This includes consideration of a group of offerors that can produce equal to or greater than the full quantity of the Government's minimum quantity requirements identified in the RFQ. The Government requirement will be described both in terms of quantity delivered per month and total quantity. The tradeoff will consider which mixture of offers represents the greatest value in terms of delivery throughput relative to average price. Examples of the tradeoff analysis are illustrated in the following two scenarios demonstrating the two step process the Government will employ.

Step 1: The Government will determine which of the offers from an individual offeror constitutes the best offer to the Government.

An example scenario for Step 1 is as follows:

Offeror A Offer 1 Offer 2 Offer 3

Monthly delivery quantity 150 200 250

Unit price $18 $20 $25

In this example, the Government measures the value of additional quantities per month against the increased average cost per unit:

1. Offer 2 represents a better value to the Government than offer 1 because, with a premium value of $2 per unit, the Government will obtain an additional 50 units per month as the mission impact outweighs the additional cost.

2. Conversely, Offer 2 represents a better value than Offer 3 because, with a premium of $5 per unit, the Government will obtain an additional 50 units per month as the mission impact does not outweigh the significant additional cost.

In this example, the Government's analysis would determine if the delivery of an additional 50 units per month above the Government's minimum requirement is worth the higher unit price and would be substantiated in the Government's documented analysis.

Step 2: The Government will determine the group of offers which, collectively, constitute the best value to the Government considering only the offer determined to be the best value from each offeror from Step 1.

An example of Step 2 is as follows:

Government Requirement: 400 per month starting at 9 months for 18 months. Example offer table:

Offeror Offer A Offer B Offer C Offer D

Monthly delivery quantity 250 100 100 50

Unit price $20 $18 $19 $17

In this example, noting the Government's requirement, there are two means for the Government to receive its minimum requirement of 400 as follows:

1. Offers A, B (as its price is lower and throughput is the same compared to C making it the best value), and D reflect a total throughput of 400 meeting the Government's requirement at an average unit price of $18.33.

2. Offers A, B, and C reflect a throughput of 450 exceeding the Government's requirement at an average unit price of $19.

In this example the Government analysis would need to determine if the delivery of an additional 50 units per month, above the Government's minimum requirement, is worth the higher unit price.

3) Order Execution/Award:

a. Upon completion of evaluations, the PCO will issue a Delivery Order to the awardee(s) whose quote is most advantageous to the Government under the selection criteria set forth in the RFQ. The Government reserves the right to award one, more than one, or no orders following completion of evaluations.

The Contracting Officer will notify the MAC awardees who submitted quotes of the selection decision. Orders will be issued via email.

C. Orders.

Each individual Order will be firm fixed price (FFP). Orders and revisions thereto shall be made in writing and be signed by the Order Contracting Officer. Each order shall include everything required by FAR 16.505(a)(7).

D. Unauthorized Work.

The Contractor is not authorized to commence performance prior to issuance of a signed Order. Orders shall be funded at time of award.

E. Ordering Authority and Tracking.

Orders under this contract will be issued only from the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) contracting office from contract award through the end of the ordering periods specified in the contract.
