Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Code 1023 has been funded by to investigate biofouling at depth and the ability of various antifouling coatings to prevent biofouling to ensure can perform as designed without a biofouling-induced noise floor. As part of this study, NUWCDIVNPT has a requirement for support services and materials for the design and construction of deep-sea moorings designed specifically for application.

Deep-water arrays will be repeatedly deployed and recovered at various depths at a deep-water test site to assess the effectiveness of antifouling paints and self-polishing coatings to prevent fouling at depth. To these ends, NUWC is seeking to place a sole source award with Mooring Systems, Inc. (MSI), who specializes in deep-sea moorings design and construction, to manufacture and assemble the deep-sea moorings and associated components, update the design, and supply replacement parts as needed.

The subject moorings between McLaughlin Research Corporation (MRC) and NUWC, where MSI was MRC’s subcontractor. This requirement has assisted the Navy in successfully completing the testing for this requirement to date. MSI designed the subject mooring and maintains data rights in that design, deals directly with customers and manufactures for its customers, and does not license others to manufacture its products, as confirmed in a phone call by the Contracting Officer to MSI on 22 November 2024.

For the current award, MSI shall provide additional replacement and updated moorings, and replacement parts. All mooring components shall be delivered to NUWCDIVNPT by 3 February 2025 in order to be shipped to This task will aid in the assessment of antifouling coating performance at depth and this information will be critical in the selection of future antifouling coatings for .
