1.0 Background
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) supports fielding of the Digital Discrete Card (DDC) Modules, Advanced Capability (ADCAP) Assemblies, Alternating Current (AC) Relays, Direct Current (DC) Relays, Wire Guide Assemblies, and NOVA Weapon Power Converters (WPCs), hereafter referred to as “covered hardware,” built within submarine platforms. The covered hardware is a series of essential components used in the Universal Weapon Launcher (UWL) system, which is currently utilized by Seawolf Class submarines, and the Weapon Launch Console Integrated Enclosure (WLCIE) currently utilized by Virginia Class submarines. Repair of these critical UWL and WLCIE components is required in order for the Government to have a sufficient quantity for the Seawolf-Class and Virginia Class submarines to remain operable.

The place of performance will be at the contractor’s facility.
1.2 Authorized Users
NUWCDIVNPT Code 25 is the sole authorized user of this contract.
1.3 Sponsors

4.0 Technical Requirements
The covered hardware provided as GFP for the contractor to evaluate and repair will be specified in individual task orders.
4.1. Evaluation and Return Shipping of Covered Hardware (Firm Fixed Price – CLINs 0001 and 0002)
4.1.1 Within two business days of issuance of a task order, the contractor shall issue a Return Merchandise Authorization (RMA) number and shipping address for the Government to send the GFP to the contractor’s facility to be evaluated. The Contractor shall provide this RMA number and shipping address to the COR via email. As specified in DFARS Clause 252.245–7005, the Contractor shall report all receipt, transfers and shipments of GFP within the GFP Module of PIEE no later than seven (7) days of a change in status.
4.1.2 In addition to the notification within PIEE, the contractor shall confirm receipt of GFP with the Contracting Officer and Contracting Officer’s Representative (COR) via email within five (5) business days of physical receipt of the GFP. Within thirty (30) calendar days of receipt of GFP, the contractor shall test and evaluate each unit to determine if the GFP is repairable. Once evaluation of all GFP has been completed, the contractor shall notify the Government within one
(1) week of completion of evaluation.
4.1.2.1 If the GFP either does not require repair, does not pass evaluation, or is otherwise determined unrepairable, the unit shall not be subject to inspection and acceptance. In such cases, the contractor shall deliver the GFP back to NUWCDIVNPT using standard packaging procedures. The contractor shall deliver an evaluation report indicating the evaluation results of all GFP in accordance with CDRL A001 (DI-NDTI-80809B).
Return shipping costs for the unrepairable GFP shall be covered under the FFP CLIN 0002.

Any GFP deemed unrepairable due to the extent of physical damage shall not be subject to inspection and acceptance. In such cases, the contractor shall deliver the unrepairable DDC module to NUWCDIVNPT using standard packaging procedures and shall document evaluation status on an evaluation report in accordance with CDRL A001 (DI- NDTI-80809B). Return shipping costs for the unrepairable DDC shall be covered under the FFP CLIN 0002.
4.1.3 For all GFP determined to be repairable, the contractor shall provide a breakdown of proposed repair costs to the Government for approval via Proposed Repair Report in accordance with CDRL A002 (DI-MISC-80508) within thirty-seven (37) calendar days of receipt of GFP.
In the report, the contractor shall include a breakdown of all anticipated labor and materials required to perform the repair, as well as identify any known obsolete subcomponents that will need to be provided as GFP for the repairs.
4.1.3.1 If the Government determines not to proceed with a repair, the contractor shall ship the GFP back to NUWCDIVNPT using standard packaging procedures. Return shipping costs for the unrepaired GFP shall be covered under the FFP CLIN 0002.
4.1.3.2 If the Government decides to proceed with a repair, a subsequent task order will be issued on a CPFF basis under task 4.2. Once evaluation and repair of each unit is complete under task 4.2 (or the item is determined unrepairable in accordance with task 4.2.1.1), the contractor shall ship the GFP back to NUWCDIVNPT. Return shipping costs for the GFP shall be covered under the FFP CLIN 0002.
4.2 Repair and Testing of Covered Hardware (Cost Plus Fixed Fee – CLIN 0003)
4.2.1 Within ninety (90) calendar days of issuance of task order or exercise of repair CLIN, the contractor shall repair the GFP and complete post-repair testing to verify functionality of each unit.
4.2.1.1 If any unit is determined unrepairable after post-repair testing is complete, then the unit(s) will not be subject to further repair or inspection and acceptance. The contractor shall document and deliver the results of failed post-repair testing in accordance with CDRL A001 (DI-NDTI-80809B).
4.2.1.2 Once evaluation and repair of each unit is complete and all repairable GFP has been verified functional via post-repair testing, the contractor shall document the final status of all repairs and testing in accordance with CDRL A001 (DI-NDTI-80809B).
