Solicitation N6660425Q0512 This solicitation will be open for less than 15 days, in accordance with FAR 5.203(b). Request for Quote (RFQ) number is N66604-25-Q-0512 Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to issue a sole source, Firm Fixed Price (FFP) purchase order to Unholtz-Dickie Apex (CAGE: 15580) for two (2) APEX SL Vibration Controller and two (2) APEX SL Vibration Controller Software (Opti-Pack).
This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Sole Source Justification: The required equipment must be compatible with existing equipment in the Government’s laboratory. The Government’s requirement can only be met by Unholtz-Dickie Apex’s vibration controllers and Upholtz-Dickie Apex is the original manufacturer; no authorized resellers exist for this product. Government would need to perform extensive technical validation if a controller other than the APEX SL Vibration Controller were procured for use. Procurement of a new controller would require vibration testing, data analysis, and technical reports and documentation for all types of vibration testing that would need to be performed.

Required delivery is as follows:
F.O.B. Destination: Newport, RI The required delivery date is 3 weeks after date of award. Early delivery is acceptable.
The North American Industry Classification System (NAICS) code for this acquisition is 334515. The Small Business Size Standard is 500 employees. The Product Service Code (PSC) for this requirement is 6625 “Test & Measurement Supplies”.

This requirement will be a rated order in accordance with FAR 52.211-15 Defense Priority and Allocation Requirements, with rating DO-C9.
Payment will be made through Wide Area Workflow (WAWF).
In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more.
Electronic and Information Technology (EIT) Section 508 Exception #2 applies in accordance with FAR 39.204(3).
This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.
Offerors are advised that if after award the items delivered are determined not to be in new condition and/or are determined to be delivered from outside the US, the Government has the right to terminate for cause with the Contractor liable to the Government for any and all rights and remedies provided by the law including excess re-procurement costs.
The Government will consider past performance information in accordance with DFARS Provision 252.213-7000 where negative information within Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable.
Offerors shall include price, shipping costs, and the following additional information with the submissions: point of contact (including phone number and email address), Contractor CAGE Code, and Contractor DUNS number.
Quotes shall be submitted electronically via email to Abigail.r.lombardo.civ@us.navy.mil on or before 7/18/2025 at 1400 Eastern Standard Time (EST).
