This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 –Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation will be posted for less than fifteen (15) days in accordance with FAR 5.203(a)(2).
Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a five-year Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) purchase order for the RF Amplifier Production, Yearly RF Amplifier Test & Evaluation, and Yearly RF Amplifier Standard Repairs. This requirement is being solicited on a CIAO Wireless brand name only basis as concurred with by the Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) Office of Small Business Programs (OSBP). CIAO Wireless is the only approved source certified by the Government to meet all antenna assembly and Imaging Mast Specification requirements and the schedule/mission impact and duplicative cost to certify a second source at this time would not offset the potential savings from competition. The North American Industry Classification System (NAICS) code is 335313. The Small Business Size Standard is 1250 employees.

The Government intends to award a purchase order resulting from this solicitation to the responsible offeror using a Lowest Price Technically Acceptable source selection process. Award will be made to the responsible Offeror meeting all requirements of the solicitation. In order to be considered technically acceptable, the Offeror must:
1- Be an authorized distributer of CIAO Wireless products and services 2- Fill out the above stepladder pricing tables.
TOTAL EVALUATED PRICE
The Government will calculate the total evaluated price as follows:
The Government will multiply the unit price by the maximum quantity for each range to derive the extended price for each range.
Next, the Government will add the extended prices for all ranges of each Option CLIN and divide by the sum of the maximum quantity of all ranges of that CLIN to find the average unit price.
The Government will multiply the average unit price by the maximum number of units of the highest range of the Option year to arrive at a total evaluated price for the Option year.
The following is an example:
Option Year 1 CLIN Description From
Quantity To Quantity
Unit Price Extended Price
0001 P/N 06793211
1 5 $100 $500
6 10 $90 $900 10 20 $80 $1,600 Total 35 $3,000
The total line item amount for CLIN 0001 is $3,000 Average unit price = $3,000/35 = $85.71
The Government will multiply the average unit price by the maximum quantity of 20 units to arrive at the Total Evaluated Price (TEP) for the contract to determine lowest price.
**NOTE: The above step ladder ranges and prices are EXAMPLES ONLY. This example does not obligate the Government to purchase these quantities; it is simply to demonstrate the method the Government will use to calculate the total evaluated price.
