AMENDMENT 0001:

The purpose of this amendment is to:

1. Extend the solicitation due date to 28 June 2024.

2. Establish a second site visit on 12 June 2024 @ 2:00 PM EST.

3. Provide answers to RFI 0001 as seen below.

RFI 0001:

1. Note 3 on MD-1 states that the existing chiller and ceiling units are to be removed after the new HVAC system is installed as shown in drawing M-1. Units 2,4,6 per note 1 on M-1. Room 104 has a substantial amount of new ductwork that is connected to the new CRAC units CRU-4A and CRU-5A that is required to disperse the supply air into the room. Note 2 on M-2 states for ducts to be installed once the demo work is completed. Can we assume the CRU-4A can discharge directly into the room and be started up to run to proceed with demolition of the existing chilled water units/piping followed by installation of CRU-5A and all new ductwork from both units and then tied into the units one at a time? Correct, CRU-4A will temporarily discharge cooled air directly into the room before new duct installation.

2. As alluded in notes 8 on M-1/M-2 and note 1 on MD-1, there are obstacles that must either be routed around or relocated. The note states that the contractor shall visit the site prior to the bid and that differing field conditions is not eligible for additional compensation. Emails previously sent requesting confirmation of 1st scheduled site visit was not confirmed in a response email by the government. We request another more invasive walkthrough to perform review of utility routing and above ceiling to establish if there is anything that is immovable or that must be performed by other contractors. Will government allow this 2nd site visit and proposal extension due date? Yes. Coordinate 2nd site visit with CO.

3. Drawings do not show any ceilings, light fixtures and other devices called out to be remove and reinstalled.

Will that be done by government or contractor? If contractor is responsible for this will this be phased, or will we be able to remove all the ceiling fixtures at once if we were to carry that scope? Contractor is responsible for removal and installation. Ceiling fixtures can removed at once while providing temporary light inside the rooms.

4. Will the government forgo the requirement of FAR 52-225.9 (BAA)? Currently forecasted at 26-36 week lead times for equipment specified in drawings.

Note: if made in Mexico is acceptable, the lead times would be better. BAA requirement to be followed.

5. Plan E-4 notes all the panels are shown as type GE, but I think the ones we made modifications to last time during previous Liebert project, we recall them being Square D. Please clarify. Contractor should verify and confirm the information listed in the drawings.

6. REF M-3 Room 104 basis of design calls for model number is a DS042A in the schedule. This is a downflow system. We recommend providing model VS042A in liue of DS042A as VSO42A is a top duct supply connection. Note that the ECs fans for the units must be field mounted in a factory provided, but field assembled, 24” tall discharge plenum that will sit on the main unit. Please provide clarity. VS024A is the correct model number.

EC fans preferred for their efficiency.

7. Condensers are selected for -20F, not -30F as noted. -30F would require receivers with separately power heaters. Please provide clarity. -20F is acceptable. No need for -30F.

8. REF M-3 Notes: The displays are on the front of each unit, not in a wall mounted digital display. A network switch enclosure needing 120V would need to be provided for room 104. The other rooms will just need a network cable between the units for unit-to-unit comms and/or lead/lag. Please provide clarity. A network switch is needed to connect more than 2 units. Room 104 has 3 units thus requires a network switch. No wall mounted displays required.

9. REF M-1 Piping shows to come out of right side of units however units called out in specs would need to have piping out the left side of the room 104 units. It is not available out the right side. Please advise. Piping to match actual units.

10. REF M-1- The control of the damper between the 2 ducted units in room 104 will need to be determined. It would be good to have a damper at each unit to prevent air from traveling back through a non-operating unit. Please provide clarity. The reason why separate dampers were not used for each unit is the lack of vertical clearance.

Contractor is encouraged to show feasible improved alternate air damping between the 2 units in room 104.

11. 2.1.6 – The electric reheat on these units is not available with SCR control. Larger units have 3 stage electric reheat. The PX018 have 2 stages. Please provide clarity. Provide what the manufacturer offers in the units.

12. 2.1.9.1 – Condenser mentions -30F. We can do -20F without heated receivers. Please provide clarity. -20F condenser is acceptable. No need for -30F.

13. 2.2.1 Mentions temp/humidity recorder. This is not an option for these units. Please provide clarity.

Temp/Humidity recorder not required.

14. 2.2.2 – Might not need a device to network units together unless there are 3 units in a room. Please provide clarity. A network switch is only needed when connecting more than 2 units, as is the case for room 104.

15. 2.6.1 – Standard Factory Testing is included. We have EXCLUDED the extensive factory testing the witnessing of the testing by the engineer, owner, or others. Please advise if this is required and we will work to determine the cost for such testing. Extensive factory testing is not required.

16. 2.7 – Standard floor stands (non-Seismic) are provided. We don’t believe that the base typically bolts stands to the floor and units to the stands. Advise if this has changed and confirm floor stand heigh required in rooms 103, 104, and 105. All units to be installed on top of 12” factory provided stands.

17. 3.3 - We have included typical field startup and warranty inspection as well as up to 8 hours of normal working hours’ time for our tech to spend with the commissioning team to put the unit into various modes of operation. We have not included the extensive field test plans as noted or temp load banks to simulate heat loads.

Please provide clarity. Extensive field testing and temp load banks are not required.

18. We have included the Vertiv standard sound insulation, cabinet construction. Please confirm if this is acceptable or provide further guidance. Vertiv standard sound insulation & cabinet construction is acceptable.

19. Will all the servers in these rooms be in full operation during construction or will they be at decreased operating capacity? If so, will the government protect these items (covering, tarping, etc.) once construction begins.

All servers to be operating as usual during construction. Servers cannot be covered as it blocks cooling. Contractor to have precautions to avoid any damage.

20. Non-ducted systems in Room 103 and 105 are 8 feet tall (without stand). Please clarify what would be allowed if height of drop ceiling is an issue. Units in rooms 103 & 105 are 6.5’. there will be enough clearance to add 10” high plenum on top of each of these units.

21. Will the government allow usage of Armaflex insulation with a PVC jack for RS/RL lines? Yes.

22. Will the government allow invoicing/payments to the awarded contractor once units are delivered to the site prior to instillation? See 52.232-5, The Contractor may obtain additional regarding invoicing after award.

23. Will the government allow for the usage of ProPress RSL fittings to connect RS/RL lines to limit/excuse the need of hot work for welding/soldering? No, RSL fittings are NOT acceptable. Only brazing.

24. Will the government provide space for all units once delivered? No, space is a premium.

ALL OTHER SOLICITAION TERMS AND CONDITIONS REMAIN UNCHANGED
