STATEMENT OF WORK (SOW)

Evaluation and Repair of Digital Discrete Card (DDC) Modules, Advanced Capability (ADCAP) Assemblies, AC and DC Relay Assemblies, and Wire Guide Assemblies

1.0 Background

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) supports fielding of the Digital Discrete Card (DDC) Modules, Advanced Capability (ADCAP) Assemblies, Alternating Current (AC) Relays, Direct Current (DC) Relays, Wire Guide Assemblies, and NOVA Weapon Power Converters (WPCs), hereafter referred to as “covered hardware,” built within submarine platforms. The DDC and ADCAP cards are launcher cards used in the Universal Weapon Launcher (UWL) and are essential circuit card components to the UWL on Seawolf-Class Submarines. These cards will be needed for the next 30 years for the launchers to effectively operate. The AC Relays, DC Relays, Wire Guide Assemblies, and WPCs are also critical components of the UWL. Because these components are critical to the functionality of the UWL, repair of these components is required in order to have a sufficient quantity of them in order for the Seawolf-Class submarines to remain operable.

1.1 Places of Performance

The place of performance will be at the contractor’s facility.

1.2 Authorized Users

NUWCDIVNPT Code 25 is the sole authorized user of this contract.

1.3 Sponsors

NUWCDIVNPT

1.4 Types of Funding

This requirement will be funded via Working Capital Funds (WCF) and Other Procurement for the Navy (OPN) funding.

2.0 Scope

This requirement is for evaluation, repair, and delivery of the covered hardware, provided as Government Furnished Property (GFP) in accordance with the requirements in section 4.0.

2.2 Program or Systems Supported

Submarine Universal Weapon Launcher (UWL) System

DRAFT

3.0 Applicable Documents

Not applicable

4.0 Technical Requirements

The covered hardware provided as GFP for the contractor to evaluate and repair will be specified in individual task orders.

4.1. Evaluation, Repair, and Testing of DDC Modules, ADCAP Assemblies, AC/DC Relays, and Wire Guide Assemblies

4.1.1. Upon receipt of task order, the contractor shall issue a Return Merchandise Authorization (RMA) number and shipping address to send the GFP to the contractor’s facility to be evaluated.

In lieu of a DD Form 1149 receiving document, all GFP shall be transferred to contractor on a Government Furnished Property (GFP) Attachment in the Procurement Integrated Enterprise Environment (PIEE) no later than thirty (30) days after task order award.

4.1.2 The Contractor shall confirm receipt of GFP with the Contracting Officer within five (5) days of physical receipt of the GFP. Upon receipt of GFP, the contractor shall evaluate the GFP to assess whether or not the unit needs and can be repaired.

4.1.2. If the GFP does not pass evaluation, then the unit shall not be subject to inspection and acceptance and the contractor shall deliver the GFP as a quantity one (1) each (EA) back to NUWCDIVNPT using standard packaging procedures and shall be documented on an updated GFP Attachment. Due to the low-power output of the DDC boards, and if there are visible heat-defective areas on the Module, then the contractor shall not repair the DDC Module due to the extent of physical damage. Any GFP deemed unrepairable due to the extent of physical damage shall not be subject to inspection and acceptance, shall be delivered as a quantity one (1) each (EA) to NUWCDIVNPT using standard packaging procedures, and shall be documented on an updated GFP Attachment.

4.1.3. If repairing the GFP is required, the contractor shall repair the GFP and complete post-repair testing to verify functionality of the GFP. If repair is not required, then the contractor will ship the GFP back to NUWCDIVNPT and shall be documented on an updated GFP Attachment.

4.1.4 If a unit does not pass post-repair testing, the contractor shall notify the Contracting Officer and provide a firm fixed price quote for an additional round of repair. Upon Government approval of the repair quote and exercise of repair option(s), the contractor shall repair and test the units to verify functionality of the GFP.

4.1.4. Once repair of GFP is complete and the GFP has been verified functional via post-repair testing, the contractor shall ship the GFP back to NUWCDIVNPT and shall document the repaired status of the GFP on an updated GFP Attachment.
