NOTICE THAT WILL BE ISSUED
This constitutes both a is a Request for Information (RFI) in accordance with PGI 206.302-1(d) -
Limitations and a combined synopsis and solicitation for commercial items prepared in accordance with format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial
Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. In accordance with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days.
Request for Quotation (RFQ) number is N66604-24-Q-0701.
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) has a requirement to purchase a base year and four (4) options year periods of two (2) seats of software licenses for
HyperWorks/SEAM from Altair Engineering, Inc., Troy, MI (“Altair”) on a sole source basis as the software and associated software support are proprietary to Altair.
Altair Engineering Inc. is the sole owner and developer of this proprietary software including maintenance and support. The continued use of this software is needed to support the assessment and acoustical analysis of existing and prototype weapon systems, and undersea vehicles.
Altair is the only source that supplies the required compiler needed to perform NUWCDIVNPT acoustic models.

This requirement is being solicited as an unrestricted, sole source requirement under North American
Industry Classification System (NAICS) Code 513210, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The small Business Size Standard is $47M.
The Period of Performance for the base period is 1 August 2024 to 31 July 2029(inclusive of any reinstatement fees). F.O.B. Destination, NUWCDIVNPT, Newport, RI 02841. Payment will be made via
Wide Area Work Flow. The resultant contract will be a Firm Fixed Price purchase order.
Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05.
