About this file
This document is an amendment to Solicitation N6660424Q0656 for a construction project at the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT). The amendment provides answers to questions related to the project, including addressing concerns about lead-based paint in Room 410 and confirming that the existing wall angle in Room 403 can be reused for the drop ceiling replacement. It also clarifies that a knockdown frame is acceptable for the ceiling work. The original solicitation requires electrical and architectural work within Building 447 at NUWCDIVNPT. Contractors must have an active SAM.gov registration to access the solicitation documents, which include drawings, specifications, and photos. The contracting officer will review and approve requests for access to the controlled attachments.

Amendment 0001:
The purpose of Amendment 0001 is to provide answers to RFIs as seen below.
1. Room 410 there is pealing paint on ceiling, solicitation calls for patching and paint, are we to scrape off loose paint? If scraping is required has area been tested for lead paint? If it hasn’t, is contractor responsible for testing?
A: There is lead paint existing in the room. I believe some scraping will be needed to patch and apply new paint. The plan is to not have paint chips falling off of the ceiling.
Response from environmental about the lead paint question: The only concern is the disturbance of the lead paint underneath the existing top coat. If that is the case the contractor will need to be lead paint certified and a lead abatement plan on how they will manage the lead paint will be required.
The contractor shall capture the removed paint as waste. The waste will then be characterized using a TCLP analysis in order to determine if the waste is hazardous or if it can be disposed of as regular construction debris waste.
2. Room 403 can existing wall angle be reused for drop ceiling replacement?
Existing wall angle can be used for new 2’ x 2’ drop ceiling.
3. The Drawings do not indicate whether a knockdown or welded frame is to be used.
Can you provide more information. A knockdown frame is acceptable
All other solicitation terms and conditions remain unchanged.
