STATEMENT OF WORK (SOW)

Center Cell Access Port (CCAP)

1.0 Background

The Center Cell Access Port (CCAP) is used on the SSN 774 Class Virginia Payload Tube (VPT) equipped submarine, Block (BLK) III (SSN 784) and all follow ships (AFS). It provides ladder access to the bottom of the VPT and Multiple All-Up-Round Canister (MAC) Service Support Module (MSSM) for maintenance personnel and it also provides a watertight seal of the center cell of the MAC.

The CCAP will be delivered with each VIRGINIA Class submarine SSN 784 AFS as part of the initial outfitting. NUWCDIVNPT is funded by PMS450 VIRGINIA Class Program Office to procure CCAPs for SSN 802 through SSN 811 (BLK V).

1.1 Places of Performance

The place of performance of this contract shall be at the contractor’s site for manufacture and assembly. NUWCDIVNPT Code 45 will perform First Article Testing (FAT) of the CCAP at

NUWCDIVNPT.

1.2 Authorized Users: NUWCDIVNPT Code 45 is the authorized users of this contract.

1.3 Sponsors: Sponsors for this contract are PMS450 for VIRGINIA Class.

1.4 Types of Funding: Shipbuilding and Conversion, Navy (SCN)

2.0 Scope

This SOW reflects a build-to-print approach with provisions for weld qualification and hardware acceptance criteria. The contractor shall manufacture, test, package, inspect, and deliver First Article and Production CCAP in accordance with (IAW) applicable documents in SOW Section

3.0 and using GFI in Section 6.0.

The contractor shall manufacture and deliver an initial quantity of ten (10) CCAP assemblies to NUWCDIVNPT; and optional quantity of up to ten (10) additional CCAP assemblies in FY26 with an optional quantity of up to ten (10) additional CCAP assemblies in FY27.

3.0 Applicable Documents

3.2 Specifications and Standard Documentation

The contractor shall use all specifications and standards invoked in the Section 3.1 Drawings and Technical Documentation. Specific welding performance, qualification, and NDT requirements are included below for SOW 4.2 and 4.3 tasking reference.

In the event of a discrepancy or conflict with other drawings and specifications, the contractor shall contract the Government to resolve the conflict before proceeding with any work. This may result in a need for Request for Variance (RFV) submittal/approval as specified in Section 4.4.

4.0 Requirements

4.1 Manufacture and Assembly of CCAP

The contractor shall manufacture, assemble, and test ten (10) CCAPs as described in Table 1 and in accordance with (IAW) the Applicable Documents listed in Section 3.0.

The components shall be serialized IAW the applicable documents in section 3.1. Upon contract award, the contractor shall provide monthly status reports describing manufacturing progress or issues. Tasking shall commence within five (5) days of contract award. Upon encountering manufacturing issues, the contractor shall prepare an assessment report to identify the issues and recommended corrective actions, if any. When necessary, the report shall include draft Engineering Change Documentation (ECD) – such as, Requests for Variance (RFVs), Engineering Change Proposals (ECPs), Specification Change Notices (SCNs), and Notices of Revision (NORs) – if applicable. Upon Government Approval of the recommended corrective actions, and any corresponding ECD, the contractor shall incorporate the changes(s) into their manufacturing plans/work orders and proceed with hardware production tasking.

4.1.1 Data Deliverables: The contractor shall provide monthly status reports IAW CDRL A001 and Assessment Reports IAW CDRL A002. The contractor shall also submit any RFVs IAW CDRL A003; ECPs IAW CDRL A004; SCNs IAW CDRL A005;

and NORs IAW CDRL A006.

4.1.2 Hardware Deliverables: The contractor shall deliver CCAP hardware IAW Department of Defense (DD) Form 250.

4.2 Inspection Requirements at Origin

The contractor shall verify that each assembly and component meet or exceeds all the requirements of the manufacturing drawing packages provided in Applicable Documents 3.1.

Inspection documents shall be generated that identify and record all material validation and certification documentation, inspection, test, and measurement documentation with all actual “as-built” measurements recorded, outside process certifications (coatings, heat treatment, etc.)

and load testing certifications. This objective quality evidence shall be assembled and present for each deliverable.

4.2.1 Data Deliverables: The contractor shall provide Test/Inspection Reports IAW CDRL A008; Quality Assurance Provisions IAW CDRL A009; and a Certificate of Compliance IAW CDRL A010.

4.3 Contract and Technical Interchange Meetings

The contractor shall conduct meetings at its facility (or virtually). The contractor shall prepare the meeting materials to present their plan and status for the specific phase of work being performed to include the following elements listed below. Phases of work are Contract Kickoff, Production, and Options 1 through 2. The contractor shall submit in accordance with CDRL A001:

- Requirements Review

- Tasks and Milestones

- Data and Deliverable Submittals

- Technical, Cost, Schedule, and Contract Risks and issues

- Actions

- Schedule

The contractor shall prepare meeting minutes for each Contract and Technical Exchange meeting and shall submit in accordance with CDRL A002.

4.4 Weld Qualification Approval

The contractor shall provide Welding Qualification Approval Documentation as specified in Applicable Document (AD) 3.2.1 and 3.2.2 for Government approval prior to any performance requiring welding under this contract. Documentation shall include AD 3.2.1 paragraph 4-2.3.1.1 Welding Procedure Qualification Test Reports, paragraph 4-2.3.1.2 Welding Procedures, all supporting Objective Quality Evidence (OQE) and written approval from NAVSEA authorized representative as identified in AD 3.2.2 paragraph 3-1.6.c. Welding shall not commence until the Government reviews and approves the Welding Qualification Approval Documentation submitted IAW CDRL A003.

4.5 Acceptance Test Plan

The contractor shall provide a CCAP Acceptance Test Plan IAW CDRL A004 for government review and approval. The plan shall include provisions for the following elements and shall provide a listing of any documentation to be provided for each element in SOW 4.4 Hardware Acceptance Records and Reporting:

1. Material Certificates. All required shall be documented with each unit demonstrating compliance with drawing material, coatings and heat treat requirements.

2. Dome Hydrostatic Test Results: CCAP Dome Assembly IAW AD 3.1.8.

3. Non-Destructive Test (NDT) Category Weld QA: All welds identified in the drawing package which are IAW AD 3.2.1 and require Non Destructive Testing (NDT) shall be itemized and signed off on individually by NDT personnel qualified IAW AD 3.2.3.

4. Detailed dimensional Inspections: All actual “as-built” measurements verifying drawing dimensional and tolerance requirements for each CCAP to demonstrate the as-built product meets the dimensional and tolerance requirements of AD 3.1.1 through 3.1.18.

5. Load Test Certification; All items requiring load testing shall be documented.

4.6 Hardware Acceptance Records and Reporting

The contractor shall provide a CCAP Acceptance Test/Inspection Report IAW CDRL A005 to support CCAP hardware deliverable acceptance. The report shall address the elements agreed upon in the approved 4.5 CCAP Acceptance Test Plan. The report shall include the following additional OQE as attachment where applicable:

1. Material Certificates. Certification records shall be provided as attachments.

2. Dome Hydrostatic Test Results: Test Records/Reports shall be provided as attachments.

3. Non-Destructive Test (NDT) Category Weld QA: All NDT reports and associated records shall be provided as attachments.

4. Detailed dimensional Inspections: Tabular data to be provided as attachment.

5. Load Test Certification; Certifications and associated records to be provided as attachments.

4.7 Hardware Variance from Design

The contractor shall submit a RFV IAW Form DD1694 to document any conditions which do not meet the requirements of the drawings and technical documentation in Section 3.0. This may include dimensional deviations on the final product as well as any in-process deviations to the manufacturing process which were required to compensate for errors, workmanship issues, or material issues. This can include, but is not limited to, weld repairs or weld joint location adjustments. The vendor shall, if applicable, submit the RFV to NUWCDIVNPT and obtain approval as soon as the need for variance is identified and before delivering non-conforming material. This shall be delivered IAW CDRL A006.

4.8 First Article Test (FAT) and Inspection at NUWCDIVNPT

Upon receipt of the first two (2) CCAP assemblies 8503433, the Government will perform a test fit and functional test of the assemblies. The contractor is invited to observe the testing. The contractor shall correct any unsatisfactory result of the test attributable to a failure to meet the requirements of the Applicable Documents 3.1 prior to Government acceptance of the hardware.

Upon government request, the contractor shall perform full dimensional inspection of any features of contractor delivered components attributable to failure of the test.

4.8.1 Data Deliverables: The contractor shall submit a Failure Analysis, Corrective Action Report, and Inspection Report IAW CDRL A005.

4.9 Production Phase

If the First Articles are waived or upon completion of the First Article Phase, the contractor shall produce production quantity CCAP Assemblies as described herein.

For Options 1 and 2, if exercised, the contractor shall manufacture production CCAP assemblies IAW the delivery schedule specified in the contract.

4.10 Production Hardware

The contractor shall manufacture, test, package, inspect and deliver the CCAP Assemblies. The contractor shall request serialization numbers from Code 45 for the assemblies. The contractor shall fabricate the CCAP IAW Applicable Documents in Section 3.0. The contractor will be provided Government authorization to ship hardware upon Government approval of CCAP Production Test/Inspection Report detailed in SOW Section 4.6.

5.0 Progress Reports

The contractor shall prepare a Contractor’s Status Report that indicates the progress of work, status of the program(s), and existing or potential problem areas for all assigned tasks. This report is to be delivered IAW CDRL A007.

7.0 Quality Surveillance and Performance Standards

The Government will conduct quality surveillance via various methods including formal and informal meetings, review of technical reports, review of monthly progress reports, and review of deliverables. Contractor performance will be evaluated in the areas of technical quality, cost control, schedule/timeliness, management, utilization of small business, and regulatory compliance as follows:

Technical Quality: The government will evaluate technical quality using the criteria defined in the Performance Requirements Summary Table (PRST), Attachment X;

Cost Control: The government will evaluate the contractor’s effectiveness in forecasting, managing, and controlling actual costs in comparison to negotiated costs;

Schedule/Timeliness: The government will evaluate the contractor’s ability to meet negotiated milestones and delivery schedules;

Management: The government will evaluate the contractor’s ability to integrate and coordinate all activities needed to execute the contract/task order;

Utilization of Small Business: The government will evaluate the contractor’s compliance with the Small Business Subcontracting Plan and any small business subcontracting goals contained in the contract/task order;

Regulatory Compliance: The government will evaluate the contractor’s compliance with the terms and conditions of the contract/task order relating to applicable regulations and codes.

8.0 Exception from Information and Communication Technology Accessibility

Requirements

The Government has determined that this procurement is not Information and Communication Technology (ICT) or exempt from Accessibility Standards (36 C.F.R. Part 1194, Appendix A).
