About this file
This document is a set of questions and answers related to a federal contract opportunity for an aluminum vacuum chamber. The key details are:
The Navy's Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) is seeking to award a Firm Fixed Price purchase order for one (1) aluminum vacuum chamber. The chamber must meet minimum requirements, including being able to withstand full vacuum pressure of 29.9"Hg and having a vertical interior dimension of at least 40 inches. Either the top or one side must be removable. Acceptable materials are 304 or 316 stainless steel, and a rectangular viewing window of at least 6"x12" is required. The procurement is a 100% small business set-aside under NAICS code 332999. Quotes must be received by 1400 Eastern on May 21, 2024 and will be evaluated using a Lowest Price Technically Acceptable methodology. The required shipping method is FOB Destination to Newport, RI.

Text version
Q1) We cannot provide the chamber in aluminum. We can build in 304 or 316 stainless steel. Which stainless do they want for their application?
A1) 304 stainless steel is acceptable
Q2) Do they have any “country of origin” requirements for the materials that we use?
A2) No
Q3) Am I correct that the chamber will be used in the vertical position (upright)?
A3) Vertical upright position, correct
Q4) I see that it is called a vacuum chamber so I am assuming it should be rated for full vacuum but in the description it is also called a pressure chamber.
A4) No requirement for positive pressure.
Q5) What pressure rating do they require? Also what is the design temperature?
A5) Vacuum chamber pressure to full vacuum 29.9"Hg. Standard temperature (20-40C)
Q6) Does this chamber need to be ASME Code stamped?
A6) No, but needs be demonstrated to pull full vacuum 29.9"Hg by manufacturer.
Q7) Am I correct that when you say it is a “chamber” you mean that the top end will be removable so that they can put items in the chamber?
A7) Either the top or one side needs to be removable
Q8) If so, how often do they open and close the chamber?
A8) It will vary
Q9) what type of ports are needed?
A9) 2x ¼ NPT, or similar industry standard fill/drain ports for vacuum chamber applications.
Q10) a. Does the chamber have to be rectangular? We can manufacture cube, cylindrical and rectilinear chambers.
A10) 18x18x40 are minimum interior dimensions, so 40x40x40 to create a cube shape would be acceptable. It cannot be cylindrical.
Q11) Can you specify the desired orientation and which side you would like the door?
A11) The vertical interior dimension must be 40 in. Door can be on any side, or the top can be removable.
Q12) Do you prefer hinged or removable door?
A12) Prefer removable, hinged is acceptable.
Q13) All our chambers typically come standard with 3 ports. A Vacuum Port with manual ball valve and NW25 connection, a vent port with manual ball valve and muffler and a manual bourdon gauge with “Hg Vacuum units. Please confirm if these are acceptable for the 2 valve and gauge requirements.
A13) This is an acceptable configuration.
Q14) a. Our standard is to provide ISO-K style viewing windows with borosilicate glass medium. Is this acceptable? We also can provide a custom rectangular viewing window with the requested dimensions with a tempered glass medium and would require a custom flange for sealing the vacuum environment.
Is there a specific window material is needed?
A14) rectangular viewing window of at least 6” W x 12” H is required, but any material that is optically transparent for viewing is acceptable.
