About this file
This document is a Performance Work Statement (PWS) for a federal contract opportunity issued by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) for the Air Force Research Lab (AFRL). The PWS outlines the requirements for a basic research project investigating the physics of high-speed water entry, specifically the effect of surface ventilation on underwater explosions (UNDEX). The contractor must possess unique subject matter expertise and facilities to perform UNDEX experiments within 40 miles of NUWCDIVNPT in Newport, RI. Key requirements include allowing NUWC personnel to direct and witness the experiments, providing an UNDEX facility with high-speed cameras and pressure transducers, and generating experimental data sets. The period of performance is 12 months with a 6-month option year. This is a firm-fixed price contract to be awarded on a lowest price, technically acceptable basis. Offerors must submit resumes and publication records for subject matter experts to demonstrate the required expertise.

STATEMENT OF WORK (SOW)/PERFORMANCE WORK STATEMENT (PWS)
Investigate Physics of High-Speed Water Entry
1.0 Background
NUWC Division Newport, Code 85 (Principal Investigator Dr. Jesse Belden) is being funded by the Air Force Research Lab (AFRL) to execute a 6.1 basic research project investigating the physics of high speed water entry. One sub-task of this effort involves collecting very specific experimental data on the effect of surface ventilation on underwater explosions (UNDEX). The prospective Contractor must possess unique subject matter expertise (SME) and facilities to perform such cavity physics experimental measurements. Subject matter expertise must be demonstrated through a historical record of peer-reviewed journal articles on the topics of water entry and cavitation.
1.1 Places of Performance
The experiments will be performed at the Contractor’s Facility.
1.2 Authorized Users
Code 85.
1.3 Sponsors
Air Force Research Lab.
1.4 Types of Funding
RDTE
2.0 Scope
The prospective Contractor will provide NUWC access to facilities, instrumentation and SME support in order to collect experimental data on the effect of surface ventilation on underwater explosions (UNDEX). The contractor must possess the facilities to perform UNDEX experiments and must allow NUWC personnel to witness and direct the testing in person.
Therefore, the contractor’s facilities must be located within 40 miles of NUWC Newport, Newport RI 02841.
3.0 Applicable Documents
None.
4.0 Technical Requirements
4.1 Direction and observation of testing.
The contractor shall:
4.1.1 Allow NUWC employee(s) to direct and witness all experiments in person. The facility must be easily accessible to NUWC employee(s) and within 40 miles from
NUWC Newport.
4.2 Experimental facilities & instrumentation
4.2.1 Possess an Underwater Explosive (UNDEX) facility in which underwater explosions can be performed. The facility much have optical access for high speed cameras and lighting to record the UNDEX events.
4.2.2 Possess a high-pressure UNDEX experimental facility in which underwater explosions can be performed. The facility should be rated above 3MPa. The facility much have optical access for high speed cameras and lighting to record the
UNDEX events.
4.2.3 Provide pressure transducers to be mounted in the UNDEX facilities to perform measurements of pressure during each UNDEX event.
4.2.4 Possess high speed cameras capable of capturing at 1,000,000 frames/sec at full-resolution to enable digital image correlation measurements.
4.2.5 Possess high speed cameras capable of capturing at 20,000 frames/sec at full-resolution to enable high speed imaging of UNDEX events.
4.3 Generation of experimental data sets
4.3.1 Provide NUWC personnel with access to Experimental facilities & instrumentation.
4.3.2 Provide SME support for the setup and operation of UNDEX testing equipment, instrumentation and data acquisition.
4.3.3 Aid in the collection of pressure data and high speed images for all tests.
Deliverable: Pressure data and high speed images collected for each test.
5.0 Progress Reports
5.1 Bi-weekly progress update
The Contractor and NUWC shall discuss progress on a bi-weekly basis.
