Amendment 0001: The purpose of this amendment it to:
1. Extend the proposal due date from 7 Mar 2024 @ 1400 EST to 15 Mar 2024 @1400 EST.
2. Remove Attachment 2, RI Wage Determination dated 01-Jan-2024 and replace with Davis-Bacon Act WD # RI20230001 dated 23-Apr-2024.
3. Add Attachment 3, 23-062A B47 NEW NMCI EMERGENCY GENERATOR 120V 20A 1P Circuit Sketch dated 01-Mar-2024
4. Provide answers to RFI 0001
1. Generator rating – spec states 400 kw, drawing states 200 kw.
Response: 200KW
2. System voltage – spec states 277/480 volt, drawing states 120/208 volt.
Response: 102/208V
3. Fuel Tank – spec states day tank with no capacity listed, drawing states 48 hour tank.
Response: 48 hour sub-base Fuel Tank
4. Spec states both engine mounted radiator and heat exchanger.
Response: Unit Mounted radiator
5. Spec calls out Bypass isolation ATS, drawing calls out standard open transition.
Response: Standard-type/open-transition ATS
6. What is the source of the existing emergency power; is it currently active? Do we need to wait to sequence a swapover once the generator arrives or can the circuit/breaker be disconnected in advance?
Response: There isn’t an existing emergency power source. Existing equipment is indicated correctly on the drawing set. Shutdown of panel board MDP-A required for this project will be coordinated with the project engineer at least two weeks in advance, and scheduled for a weekend.
7. Is there a time limit on your outages?
Response: A weekend shutdown is required for minimum impact to mission and personnel. The time of the shutdown is expected to be 8 hours or less. Multiple or longer duration shutdowns can be discussed and considered.
8. Per the specifications, conduits will be required for generator accessories such as battery charger, jacket coolant heater, E-stop, annunciator panel, etc. but these are not shown in the drawings. Are these just not shown for clarity?
Response: A 120V circuit is required at the generator for power to the block heater, battery charger, and a convenience receptacle.
9. What is the power source for these added items; low voltage accessories in particular?
Response: See the attached 23-062A B47 NEW NMCI EMERGENCY GENERATOR 120V 20A 1P Circuit Sketch for the 120V power source required at the generator.
10. The drawings do not show any 120v branch circuits for a battery charger or block heater or a start stop circuit from the ATS, will these circuits be required?
Response: See response to #9.
11. The drawings do not note to install a remote annunciator/alarm panel for the generator, but the specs do mention it, is one required and if so, where will it be located?
Response: A remote annunciator/alarm panel is not required, that requirement should be deleted from the specs.
12. Seeing the transfer switch is located within a secure data center, can work be completed in there at anytime with the exception of any shutdowns?
Response: Advance notice for contractor access to room 101 is required to ensure a government escort is available.
13. For shutdowns to switch power over to the ATS, will that be completed on a Saturday or Sunday? If so, please provide times when that work can be accomplished.
Response: Any planned interruption to electrical power will be scheduled and coordinated with the Project Engineer, for completion on a Saturday or Sunday (typically Saturday mornings are preferred).
14. Can the ATS be located in Room 101 instead of Room 103?
-If not, can the raised floor in 103 support the weight if the ATS structurally Response: The new ATS can be located in room 103 if the weight of the ATS on the existing raised floor is an issue.
All other terms and conditions remain unchanged.
