This requirement is being solicited on an unrestricted basis as concurred with by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Office of Small Business Programs. This is being solicited on a sole source basis to Systems Planning and Analysis Inc. NUWC and NAWC require a mission-level modeling capability in order to assess the performance of undersea warfare capabilities at a holistic level across domains and phases of naval warfare. Naval Simulation System (NSS) was developed as a Government Off-the-Shelf (GOTS) product (as part of a past Small Business Innovation Research contract) and later acquired by SPA from the original developer and owns the proprietary rights. SPA has confirmed there are no authorized resellers of NSS software support. Moving to another mission-level modeling software or developing a new one have been evaluated but deemed too costly both in terms of time and money.
