N66604-23-Q-0585 Amendment 1: This solicitation is amended to reflect the following changes:

1. Small business set aside dissolved and now soliciting as unrestricted.

2. Solicitation response deadline is extended to 1400 EST, 21 July 2023.

PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUES THE ONLY NOTICE THAT WILL BE ISSUED.

This is a combined synopsis and solicitation for commercial products prepared in accordance with format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. A written solicitation will not be issued. In accordance with FAR 5.203(b) this solicitation will be posted for less than thirty (30) days.

Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase, on a Firm Fixed Price (FFP) basis, two (2) Ball Valves 6700 series. The minimum requirements document attached to this solicitation details the specifications required; all aspects of the minimum requirements list must be met. This is being solicited as a brand name or equal requirement.

Request for Quotation (RFQ) number is N66604-23-Q-0585. This requirement is being solicited on an unrestricted basis.

The North American Industry Classification System (NAICS) code for this acquisition is 332911. The Product Supply Code (PSC) is 4820.

Required delivery is F.O.B. Destination, Naval Station Newport, Rhode Island.

The required delivery date is 28 weeks after award. Early delivery is acceptable. Offerors shall include shipping costs in quotes, if applicable.

Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular (FAC).

Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM) prior to award. Instructions for registration are available on the website.

Offeror shall have had completed and submitted Federal Acquisition Regulations (FAR) Provision 52.204-26 ‘Covered Telecommunication Equipment or Services- Representation’, in their SAM.gov profile and must list, “DOES NOT” to be considered valid.

Section 508 does not apply to this requirement.

Electronic Payment will be made via Wide Area Workflow (WAWF).

In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more.

Offerors shall provide point of contact (including phone number and email address), Offeror CAGE code, Offeror DUNS number, and shall include a quote validity date of no less than 30 days from due date for receipt of offers. Offerors shall include price and delivery terms in their quote.

The Government intends to award a single FFP Purchase Order to the eligible and responsible offeror on a Lowest Price, Technically Acceptable basis. In order to be determined technically acceptable:

(1) The offeror must quote Ball Valves in new condition that meet all of the attached minimum requirements, in the required quantities specified above; The offeror must provide substantiation to demonstrate that the quoted ball valves meets the Government’s minimum requirement.

(2) Provide assertion that all items are shipped from within the US; drop shipping from outside the US will not be acceptable.

(3) The Government will consider Past Performance information in accordance with DFARS Provision 252.213-7000 where negative information within the Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable.

Offerors shall be advised that if after award the items delivered are determined not to be in new condition and/or are determined to be delivered from outside the US, the Government has the right to terminate for cause with the Contractor liable to the Government for any and all rights and remedies provided by the law including excess re-procurement costs.
