STATEMENT OF WORK

(SOW)

Mk16 Mod1 Exercise Electronics Assembly (EEA) Bloomy Test Set

PR# 1301082306

1.0 Background

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is a naval research activity operating under the direction of the Commander, Naval Sea Systems Command (NAVSEA). NUWCDIVNPT provides research, development, test and evaluation, engineering, analysis and assessment, as well as Fleet support capabilities for submarines, autonomous underwater systems, and offensive and defensive undersea weapon systems, and stewards existing and emerging technologies in support of undersea warfare. The Undersea Warfare Weapons, Vehicles and Defensive Systems, Code 85, provides integrated full spectrum undersea weapon, autonomous and defensive system solutions to the warfighter through technical expertise, cooperative innovation, engineering and life cycle stewardship.

The Mk16 Mod1 Exercise Electronics Assembly (EEA) provides recording and safety functions in an exercise configuration Heavyweight Torpedo (HWT). The Mk16 Mod1 is a replacement for the Mk16 Mod0 which is facing obsolescence issues. Additionally, the Mk16 Mod1 will provide recording capability for new Mk48 Mod8 HWTs currently in development. Previously, under contract N6660422P0505 with NUWCDIVNPT, Bloomy developed a ‘confidence’ test set to provide proof of design of a Factory Acceptance Test (FAT). Additionally, under a Low Rate Initial Production (LRIP) contract with Northrup Grumman Corporation (NGC), Bloomy developed an EEA test set to support Highly Accelerated Stress Screening (HASS). NUWCDIVNPT now requires two additional FAT test sets which have the same functionality as the ‘confidence’ test set but meet additional system and lifecycle requirements as required for fielded test equipment.

1.1 Places of Performance

Work shall be performed at the contractor’s site. Final acceptance testing will be conducted at NUWCDIVNPT.

1.3 Applicable Funding Type

Funding to be used under this contract is: Other Procurement, Navy (OPN).

2.0 Scope

NUWCDIVNPT, Code 85, requires two test sets that will execute Factory Acceptance Tests (FAT) as identified in 8594967, Torpedo Mk48 Advanced Capability (ADCAP) Critical Item Performance Specification (CIPS) MK 16 Mod 1 Exercise Electronics Assembly (EEA) and meet all test set system requirements as defined in 8805598, Mk 16 Mod 1 Exercise Electronics Assembly (EEA) Factory Acceptance Testing (FAT) Test Set System Requirements Document (SRD).

During this effort, the contractor shall update the existing test set hardware design and modify the existing Bloomy test set software to execute all system and lifecycle requirements as defined in the EEA FAT SRD 8805598. The contractor shall integrate and test the test set with the EEA and deliver the test set to NUWCDIVNPT upon completion of the testing.

3.0 Applicable Documents

The contractor shall perform the tasking required in Section 4.0 in accordance with the below Applicable Documents.

4.0 Technical Requirements

4.1 Procurement of Hardware Components

Using the Bill of Materials (BOM) developed for the existing ‘confidence’ FAT test set delivered under contract N6660422P0505, the contractor shall identify and procure all hardware components.

4.1.1 The contractor shall deliver the list of procured Bill of Material items. (CDRL A001).

4.2 Design of Test Set and Preliminary Design Review

In accordance with Applicable Documents 3.1.1, 3.1.2, 3.1.3, and 3.1.4 and using GFI in Section 5.0, the contractor shall modify the existing test set design and test software to incorporate all system and lifecycle requirements. Upon design completion, the contractor shall conduct a Preliminary Design Review (PDR).

4.2.1 The contractor shall deliver a data package including design documents and interface drawings for PDR

(CDRL A001).

4.3 Development of Test Set and Critical Design Review

The contractor shall incorporate any changes identified at PDR, finalize all design documentation, develop a test plan, develop a test requirements document, integrate the test set hardware and software, and conduct a Critical Design Review (CDR).

4.3.1 The contractor shall deliver the final design documentation, test plan documentation and test requirements document (CDRL A001, A002 and A003).

4.4 Test of Test Set

The contractor shall conduct test of the test set using Government Furnished Equipment. During this testing, NUWCDIVNPT shall provide technical expertise and guidance on the EEA hardware and firmware to assist with any required troubleshooting.

4.4.1 The contractor shall deliver the test set testing report (CDRL A004).

4.5 Delivery and Acceptance Testing

The contractor shall deliver the test set to NUWCDIVNPT and support acceptance testing of the test set at NUWCDIVNPT. During this testing, the contractor shall provide technical expertise and guidance on use of the test set and assist with any required troubleshooting.

4.6 Programmatic Oversight

The contractor shall submit monthly integrated program management reports to report schedule and financial status.

The contractor shall schedule and conduct technical exchange meetings as required to support development.

4.6.1 The contractor shall deliver the integrated program management report (CDRL A005).

6.0 Compliance with Information and Communication Technology Accessibility Requirements

The Government has determined that this procurement is compliant with the Information and Communication Technology (ICT) Accessibility Standards (36 C.F.R. § 1194.3 - Chapter 2 E202 General Exceptions of Section 50 Refresh). Section 508 Exempt #19 (Hibs), #7 (Switches all except Cisco), exception #2 located at NUWCDIVNPT Bldg. 165 room 101 (Test System).
