1. SCOPE

This Statement of Work (SOW) defines the effort required to repair the existing platform on Tower 2060 at the

Atlantic Undersea Test and Evaluation Center (AUTEC), located on Andros Island, Bahamas. The repair work consists of the removal of the existing radome cover, replacement of the existing steel decking that makes up the interior of the floor of the radome, removal and replacement of the steel I-beams which pass under the radome assembly, removal and replacement of associated nuts and bolts, and an exact OEM radome cover replacement for what is currently installed. Existing HVAC inside the radome will be removed by the AUTEC Maintenance and

Operations contractor prior to commencement of work and is not included in this scope.

1.1 Background

AUTEC is a Naval testing range under the command of the Naval Undersea Warfare Center (NUWC) Division

Newport. The test range is located on Andros Island, Bahamas, approximately 180 miles southeast of West Palm

Beach, Florida. AUTEC operates two aircraft that transport personnel and air freight between West Palm Beach, FL and Andros Island. All other freight and heavy cargo is shipped to the AUTEC main base facility (Site 1) via

Military Sealift Command (MSC) barge out of Port Canaveral, FL.

Facility 2060 is a 60’ OASYS-ESM system tower located at Site 2. AUTEC Site 2 is located on Andros Island, Bahamas and is a remote location that is approximately 20 miles south of Site 1.

In April 2014, a tower inspection was performed followed by a report. The report identified numerous issues primarily associated with corrosion. As the tower was not in use at the time of the reported findings, repairs were deferred until 2018 when new requirements arose for testing equipment to be installed atop the tower.

Repairs to the tower, as identified in the report, were concluded in SEP 2019 however during the time that transpired between the report being furnished and the repair work being completed, additional deficiencies were identified. The existing deck under the existing radome was found to be substantially corroded. During the course of the repairs, the deck was cleaned, treated, and painted, however that work was only guaranteed for a period of 5 years before corrosion overtakes and affects integrity and stability.

1.2 Work Elements

Replacement of the steel deck, replacement of all necessary hardware, and furnish and install a new L3 Essco radome cover.

1.2.1 Contractor is permitted to utilize AUTEC flights to transport crew members from West Palm Beach, Florida to Andros Island. Once on Andros Island, contractors are permitted to utilize base transient lodging at a rate of $45 per night stay with the exception of foreign national workforce, who are required to be housed in off-site lodging. Contractor shall provide necessary means to travel to and from tower site on a daily basis.

This includes obtaining necessary local insurance and registration paperwork. The Bahamian Government requires contractors to have a Bahamian license if travelling on island. The license is free of charge.

Contractor may utilize the MSC transport barge for shipment of equipment, materials, and tools from the designated Port Canaveral location to AUTEC Site 1.

1.2.2 All workers must be escorted while working on the tower. Escorts will be provided. Upon execution of the contract, the contractor shall provide a tentative schedule showing dates and times that work will be performed so that escorts can be arranged. This schedule shall be updated weekly.

1.2.3 All work on the tower shall be coordinated with NUWC DET AUTEC Test Operations to ensure mitigation of any potential radio frequency (RF) hazards. This communication will be facilitated through the

NUWC DET AUTEC Base Operations on-site representative no less than 14 days prior to commencement of field activities.

1.2.4 If any work requires the use of open-flame or produces heat and/or sparks, a Hot Work permit shall be obtained prior to commencement. The Hot Work permit request will be formally communicated via e-mail to the NUWC DET AUTEC Base Operations on-site representative.

1.2.5 Contractor shall provide a fire extinguisher on site when any hot work is taking place.

1.2.6 Contractor shall make repairs to any damage caused by performance of work.

1.2.7 Contractor shall remove the existing radome assembly. AUTEC will be responsible for the disposal of the existing radome and all other demolished material.

1.2.8 Erection of steel shall be in accordance with “Steel Construction Manual” Fifteenth Edition. All steel shall be ASTM A36 Except steel pipe, which shall be ASTM A53 Grade B. All steel is to be hot-dipped galvanized in accordance with ASTM A-123 or A-153. Any field drilled hole or cut steel shall be touched up with galvalume zinc rich paint or equal. All bolts shall be A325. No modifications shall be made to the structure without approval of engineer.

1.2.9 Contractor shall remove and replace steel decking which makes up the floor of the radome. The base of the radome is a pentagon with outside diameter of 16’ (approximately 610 ft2 of steel decking). Radome is to be mounted to meet ±1/8” level requirement per the manufacturer. Contractor to shim the base ring as necessary by adding washers at bolt hole locations to comply.

1.2.10 Contractor shall remove and replace steel I-beams which pass under the radome assembly. Platform

Framing Assembly, including beams, girts, angle, channel, grating, and plate dimensions and specifications are available on as-built drawing 79601-S05 provided.

1.2.11 All nuts, bolts, and other associated hardware shall be replaced.

1.2.12 A specific list of components shall be furnished upon project award as part of the project submittals.

1.2.13 Contractor shall procure, furnish, and install a new, exact OEM replacement, L3 Essco radome cover

Model M16-72-2200. Refer to provided Technical Manual TM01-13 for complete radome specifications.

1.2.14 Crane and operator will be provided by NUWCDETAUTEC Maintenance and Operations (M&O) contractor. The Crane operator can be scheduled via the on-site NUWC Base Operations representative during normal working hours 0700-1730. Any work outside of these hours must be requested through the Contracting

Officer. Other limitations may include wind, rain events, or as otherwise advised due to other radars operating in the vicinity that may be impacted.

1.2.15 Contractor shall be self-contained. They shall bring all their own equipment and spare parts, lubricants, tools, mechanics, etc. There are no mechanics and spare parts available to them on the base nor off the base.

Provide an AHA for every operation involving a type of work presenting hazards not experienced in previous project operations or where a new work crew or subcontractor is to perform work.

The analysis must identify and evaluate hazards and outline the proposed methods and techniques for the safe completion of each phase of work. At a minimum, define activity being performed, sequence of work, specific safety and health hazards anticipated (slip or trips, cuts, dust or chips in eyes), control measures (to include personal protective equipment) to eliminate or reduce each hazard to acceptable levels, equipment to be used

(hand tools, backhoe), inspection requirements (list the inspect ion requirements for the activity to ensure the controls are working, an d equipment is inspected to ensure proper operation), training requirements for all involved (any unique training required to make the established controls work) and the competent person in charge of that phase of work.

The AHA shall be continuously reviewed and, when appropriate, modified to address changing site conditions or operations. The analysis should be used during daily inspections to ensure the implementation and effectiveness of the activity's safety and health controls.
