SECTION A - SOLICITATION/CONTRACT FORM

The following have been added by full text:

GENERAL INFORMATION AMENDED 2

The purpose of this amendment 0002 is to:

1. Update Section L “Instructions to Offerors” as detailed below:

Delete: Offeros are required to be registered in NIST at the time a quotation is submitted in accordance with DFARS 252.204-7019 and 252.204-7020.

Insert: Offerors are required to be registered in NIST prior to award in accordance with DFARS 252.204-7019 and 252.204-7020.

2. Update Section M “M-215-H004 Basis of Award (NAVSEA) (DEC 2018)”.

Delete: Be registered in NIST at the time a quotation is submitted in accordance with DFARS 252.204-7019 and 252.204-7020.

Insert: Be registered in NIST prior to award in accordance with DFARS 252.204-7019 and 252.204-7020.

All other terms and conditions remain unchanged.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

INSTRUCTIONS TO OFFERORS

Quotes shall be submitted electronically via email. All questions concerning this procurement, either technical or contractual, must be submitted electronically via email to the following point of contact:

1. The Offeror shall submit quoted prices for all of the Firm Fixed Price (FFP) Line Items in Section B.

2. Quotes shall include price and delivery terms and the following additional information: point of contact (including phone number and email address), contractor cage code, and contractor DUNS.

3. Offerors are required to be registered in System for Award Management (SAM) at the time a quotation is submitted in order to comply with the annual representations and certifications requirements. Instructions for registration are available at (https://www.sam.gov/portal/public/SAM/). See FAR 4.1102 and Clause 52.204-7.

4. Offerors are required to submit all solicitation required fill-ins listed in Section K.

5. Offerors are required to be registered in NIST prior to award in accordance with DFARS 252.204-7019 and 252.204-7020.

6. The Government will consider past performance information in accordance with DFARS Provision 252.213- 7000, where negative information within Supplier Performance Risk Systems (SPRS) may render a quote being deemed technically unacceptable.

This requirement contains drawings that are designated Distribution D; therefore, they are export controlled. To access the Government documents, the Offeror must possess a valid Joint Certification Program (JCP) certification.

In order to obtain access to the drawings, the requests for the drawings shall come from the JCP Custodian;

drawings will not be provided to other points of contact. The requests shall include the RFQ number, company name, and CAGE code. Requests may be submitted by email to Dylan.Griffis@navy.mil.

Quotes must be received on or before the date of the closing date located in the General Information of this solicitation. Quotes received after this date and time may not be considered for award.

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

M-215-H004 BASIS OF AWARD (NAVSEA) (DEC 2018)

This requirement will be awarded to the Offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable, the Offeror must:

1. Submit quoted prices for all of the Firm Fixed Price (FFP) Line Items in Section B.

2. Quotes shall include price and delivery terms and the following additional information: point of contact (including phone number and email address), contractor cage code, and contractor DUNS.

3. Be registered in System for Award Management (SAM) at the time a quotation is submitted in order to comply with the annual representations and certifications requirements. Instructions for registration are available at (https://www.sam.gov/portal/public/SAM/). See FAR 4.1102 and Clause 52.204-7.

4. Submit all solicitation required fill-ins listed in Section K.

5. Be registered in NIST prior to award in accordance with DFARS 252.204-7019 and 252.204-7020.

6. The Government will consider past performance information in accordance with DFARS Provision 252.213- 7000, where negative information within Supplier Performance Risk Systems (SPRS) may render a quote being deemed technically unacceptable.

7. Award will be made on a Lowest Priced, Technically Acceptable (LPTA) basis.

8. Noncomplying quotes may be considered Technically Unacceptable and may not be considered for award.
