STATEMENT OF WORK
1.0 BACKGROUND
As a major research and development center for undersea warfare concepts, the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) generates numerous waste streams. Many of these waste streams require sampling, sample preparation, and analytical testing to characterize the waste and to determine proper disposal and treatment options.
Samples may be collected from NUWCDIVNPT in Rhode Island (RI) or from NUWCDIVNPT’S Onsite Offices (OSOs) in Connecticut (CT) and New York (NY). Asbestos and lead samples, generated from construction projects, will be submitted for analysis to characterize waste for disposal and to identify hazards to protect employees from potential exposure. Potable water samples will be submitted for the analysis of bacteria, and chlorine to ensure compliance with Safe Drinking Water Standards. Wastewater samples will be submitted for metals analysis prior to discharging to the City of Newport’s sanitary sewer in accordance with NUWCDIVNPT’s wastewater permit.
2.0 SCOPE
The contractor shall pick up samples requiring analysis at NUWCDIVNPT, provide coolers and sample containers, prepare and analyze samples, and provide all test results according to the requirements of this Statement of Work (SOW). The contractor shall also provide containers and coolers to NUWCDINVPT’s OSOs in CT and NY for the shipment of samples to the laboratory for analysis. A majority of the waste and material samples will be generated from NUWCDIVNPT in RI, as a result of research and development projects, and construction or renovation work. Other samples will be derived from potable water sources aboard ships at NUWCDIVNPT and its OSOs as needed.
The funding applicable to this effort is NUWCDIVNPT Overhead/Service Cost Center.

4.0 REQUIREMENTS
4.1 Required Certifications
In accordance with Applicable Documents 3.1.1 through 3.1.3; 3.2.1-3.2.2; and 3.3.9 through 3.3.12, the contractor shall possess at a minimum the following certifications or accreditations:
National Environmental Laboratory Accreditation Conference (NELAC), and the R.I.
Department of Health Laboratory Certification for potable and non-potable water. Other certifications that will be required for sample analysis include CT and NY state certifications, National Lead Laboratory Accreditation Program (NLLAP), and National Voluntary Laboratory Accreditation Program (NVLAP), See Applicable documents 3.3.8, 3.3.13, and 3.3.14.
The contractor shall only perform the analysis requested if the contract has the proper certification or accreditation for that analysis. If the contractor is not certified to perform a specific analysis, the contractor shall subcontract the analysis to a lab that is certified. The contractor shall provide a list of the subcontractors that shall be utilized for testing along with a copy of the subcontractor’s current certifications.
4.2 Facility Locality to Sample Location
The contractor must be geographically located such that temperature sensitive samples are delivered to the laboratory within the required holding time or 24 hours, whichever is shorter, of being turned over to the courier. All samples shall be tracked using Chains of Custody (COCs) provided by the laboratory performing the analyses in accordance with Applicable Documents
3.1.1 through 3.1.3, and 3.2.1.
4.3 Sampling Requirements and Container
4.3.1 NUWCDIVNPT will collect all waste and material samples in RI and at its OSOs in CT and NY requiring analysis. In accordance with Applicable Documents 3.1.1 through 3.1.3, 3.2.2, and 3.3.1 through 3.3.7, the contractor shall provide NUWCDIVNPT the requirements on sample size, the number of samples, preservation methods, holding times, and containers required for the samples prior to the sampling event. The contractor shall provide sample containers with the appropriate preservative for the sample type, analyses being performed, and methods. The contractor shall provide the sample containers within three (3) working days of the request. The following table contains the expected number of sample containers that will be requested annually.

4.4 Mobile Cold Storage Units
4.4.1 The contractor shall provide a minimum of two (2) fifty (50) quart coolers for transporting cooled samples to the analytical laboratory from the sampling site. The coolers must be able to maintain the samples at or below a temperature of 40 degrees Fahrenheit for at least 24 hours with an ambient temperature of 80 degrees Fahrenheit. The contractor will retain the coolers, used to transport the samples offsite. NUWCDIVNPT will provide their own cooler for transporting the samples to the contractor for sample transport in RI. When samples are collected from OSOs in CT and NY, the contractor shall provide a cooler for shipment of the samples to the laboratory for analysis.
4.4.2 All coolers shall be constructed so that the coolers are acceptable by common commercial carriers as packaging for the purposes of transporting samples.
4.5 Shipping of Samples
4.5.1 Samples may originate at one of the following locations: NUWCDIVNPT in RI; OSO Niantic, CT; or OSO Dresden, NY. The contractor shall provide its own courier for samples picked up from NUWCDIVNPT in RI. The Government will arrange for shipping from the CT and NY OSOs based on a contractor provided shipping account number, which shall be provided to the Government upon contract award. The contractor shall provide the cooler and sample containers for shipment of samples from the OSOs to the laboratory. All sample shipments shall be handled as “priority overnight” shipping in order to meet the sample temperature requirements specified in 4.4.1.
4.5.2 The contractor shall be responsible for documentation required so that the courier will be able to access NUWCDIVNPT in RI, if required to pick up samples. Routinely, samples are picked up at Building 80, outside of the fence line. The following table contains the estimated number of shipping events from each site.
4.5.3 The Government will make every effort to contact the contractor 48 hours in advance to arrange for pick up of the sample(s).
4.6 Preliminary Analytical Requirements
4.6.1 The contractor shall analyze the samples based on the COC for each sample. Analyses shall be performed in accordance with Applicable Documents 3.1.1 through 3.1.3, 3.2.2, and
3.3.1 through 3.3.7. The contractor shall follow all method-specified Quality Assurance and Quality Control (QA/QC) procedures accordance with Applicable Documents 3.1.1 through 3.1.3; 3.2.1 through 3.2.2, and 3.3.1 through 3.3.8. The contractor shall provide preliminary results, if requested prior to the specified turn-around time listed on the COC. The turn-around time is the time from sample receipt at the laboratory to the time the laboratory must send the finalized results to NUWCDIVNPT for those samples. These preliminary results shall be in the form of a file electronically accessible from NUWCDIVNPT. The file format shall be a pdf readable file, which can be accessed at least by Adobe Acrobat© Reader DC for Windows 10.
The contractor shall provide this report in accordance with Contract Data Requirements List
(CDRL) A001.
4.6.2 Turn-around times for most samples shall be the standard turn-around time, no longer than five (5) working days. No more than 30% of the samples should require a shorter turn-around time.

4.7 Final Analytical Requirements
4.7.1 The contractor shall provide final electronic and paper copies of all test results. The final electronic test report shall be in the same file format as that specified in Paragraph 4.6.1. In accordance with Applicable Documents, 3.1.3, and 3.3.1 through 3.3.14, the test report shall contain those data elements required by National Institute of Standards and Technology, NELAC, NLLAP, and NVLAP, state agencies, and the Environmental Protection Agency. All reports shall include a coversheet; table of contents; case narrative; analytical results including the test method specified, quantitation limits, and reporting units; sample management records;
and QA/QC information for each sample. However, if samples are run consecutively on the same machine and the QA/QC data is the same for these samples, only one copy shall be attached to the report. The case narrative shall describe the samples received, analyses run, QC exceedances, and any unusual observations made during the analysis. The use of subcontractors must be identified in the final test report and include all the required data elements. The contractor shall provide the final test report in accordance with CDRL A002.
4.7.2 The results shall be provided within the specified turn-around time indicated on the COCs. For samples requiring results faster than the standard turn-around time, the contractor shall provide percent mark- up surcharges for the following rush turn-around times, 24 hour, 48 hour, 72 hour, and 96 hours. The contractor shall also provide the standard turn-around time as the number of business days.
4.7.3 The contractor shall submit payment requests/invoices every 30 days, regardless of sample quantity, using Wide Area Work Flow, a system used to electronically process vendor payment requests and receiving reports.
4.8 Sample Quantities
The following table describes the expected analyses required. The Contractor shall provide the total cost of each analysis to include the containers, preservatives, and courier or shipping services in accordance with this SOW.
