Sole Source Justification

PR#1300820056

Background and Requirement:

NUWCDIVNPT is a Naval research activity operating under the direction of the Commander, Naval Sea Systems Command (NAVSEA), providing research, development, test and evaluation, engineering, analysis, and assessment, as well as Fleet support capabilities for submarines, autonomous underwater systems, and offensive and defensive undersea weapon systems, in addition to stewarding existing and emerging technologies in support of undersea warfare.

Tableau is a desktop and server set of products that imports data from Microsoft Excel, Access, or text files and allows for rapid drag-and-drop data exploration and visualization, without altering the original data set. The software reads data values and assigns them to "Dimensions" or "Measures" that allow for aggregation and disaggregation of data across multiple variables quickly.

Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) utilizes the Tableau Server-Core Enterprise, with unlimited seats for all users to access throughout the base, as well as Tableau Desktop Professional, the in-depth advanced data analytics tool that can publish analyses directly to Server for consumption of others.

Hands-on training is necessary in order to utilize Tableau tools most effectively, allowing analysts and data consumers to create responses to ad-hoc requests for new reports or information, enhance leadership confidence in analytical output, and use all capabilities for live interactive data discovery sessions. These data discovery sessions allow acquisition managers to manipulate their data in real-time, enabling immediate responses and increases output fidelity.

Government’s Minimum Requirement/Salient Characteristics:

NUWCDIVNPT requires Tableau certified, on-site training as follows:

CLIN Course Min Qty Max Qty 0001 Tableau Desktop I: Fundamentals 1 5 0002 Tableau Desktop II: Intermediate 1 3 0003 Tableau Desktop III: Advanced 1 3 0004 Tableau Web Authoring 1 5 0005 Tableau Visual Analytics 1 3 0006 Tableau Art & Data 1 2

Why only one source:

Tableau has become the standard data analysis tool across the Department of Defense and at other Warfare Centers (WFCs) with which NUWCDIVNPT collaborates and shares data. As Tableau has provided its accredited training to these other Activities (NAVAIR, NAVFAC, OPNAV N1, NAVWAR, NSWC Corona), it is crucial to ensure interoperability with collaborators at other activities, WFCs, and sponsor offices. Not having the same training as other Navy users will result in local NUWCDIVNPT personnel failing to meet the standard level of expectation and Tableau accreditation that has been established for execution in the realm of analytics and unable to fulfill deliverables for customers and the Fleet, as well as knowledge gaps impacting the collaborative opportunities that are being developed and encouraged cross-Warfare Centers.

Since multiple activities have already paid for training from Tableau, paying for common training for new sites and retraining of old sites would result in duplicative costs to the Government that cannot reasonably be concluded to be offset by competition. Being able to ensure a command knowledge base and training experience is vitally important for employees trained on the Tableau system and in the best interest of the Government.

Resellers:

Tableau certified, on-site training can only be procured through FedResults, Tableau’s Master Channel Distributor and sole holder of Tableau’s GSA contract.

Conclusion:

Based on the aforementioned, this requirement must be procured on a sole source basis from FedResults.
