INSTRUCTIONS TO OFFERORS
1.0. GENERAL INFORMATION/NOTES
Offerors must respond to all requirements of the solicitation document. The Government will evaluate each Offeror's understanding of the Government's requirements and ability to perform the work on the basis of its proposal. Failure to comply with the terms and conditions of the Request for Proposal (RFP) may result in the Offeror being removed from consideration for award.
The RFP will be made available only through the internet at: http://www.fbo.gov
Offerors are hereby notified that, from time to time, the Government may post additional information to the web site relating to this RFP (e.g., responses to questions, amendments, etc.). It is the Offeror’s responsibility to check the web site for any such information.
All questions concerning this procurement, either technical or contractual, must be submitted via email. No direct discussion between the technical representative and prospective Offeror will be conducted. Questions shall be submitted to the following point of contact:

GENERAL NOTES TO OFFERORS:
1. Offerors shall submit proposal by electronic means. All electronic submissions shall be sent to Chelsea.isherwood@navy.mil. Submissions must be received by the closing date and time located on the cover page of the SF 1442. Furthermore, a single electronic submission shall not exceed five (5) megabytes. If this requires submission through multiple e-mails to send the complete quote the first e-mail shall include an accounting of each e-mail to follow so the Government can determine it has a complete proposal. Proposal attachments must be in formats readable by Microsoft Office or Adobe PDF.
(A)Proposal Format. This section specifies the format that Offerors shall use in submitting proposals in response to this solicitation. Offerors shall comply with the detailed instructions for the format and content of the proposals;
proposals that do not comply may be considered unacceptable and may render the Offeror ineligible for award.
(B)Organization. In the Technical Proposal, the Offeror shall provide information and documentation to clearly and concisely identify the Offeror’s overall ability to meet the requirements of the solicitation. The Technical Proposal shall be self –contained. The Offeror shall divide the Technical Proposal into the following factors in the order listed below:

2.0 TECHNICAL PROPOSAL
Offerors shall address each factor in the format and sequence identified in the solicitation. Offerors must provide sufficient detail to all the Government to evaluate the Offeror’s ability to perform the work. The proposal shall be detailed and clearly stated to allow for assessment by the Government without the need for additional clarifications.
All information and data provided shall be specific to this solicitation except for Past Performance. Proposals that do not contain the required information risk being deemed unacceptable.
2.1 TECHNICAL CAPABILITY (limited to 5 pages): Factor 1
The contractor shall describe its ability to complete the required construction project with a technical capabilitystatement outlining their experience as follows:
Technical capability statement outlining their experience and capability to complete the project identified in the Statement of Work (SOW).
Offeror must provide a brief narrative describing how they will accomplish the SOW task.
2.2 PAST PERFORMANCE- Factor 2
2.2.1 The Offeror shall provide three (3) past performance references, if available, that reflect recent and relevant experience performed within three (3) years of the solicitation closing date specified in this requirement. The Offeror shall include a discussion on how the references provided are relevant to the work being proposed. The Offeror shall include contract/task order number, contract/task order type, program name, total contract/task order cost, short description of work performed, and names and valid telephone numbers for the Procuring Contract Officer (PCO), Contracting Officer’s Representative (COR), Government Program Manager (PM), or industry equivalent.
2.2.2 Past performance references shall demonstrate the ability to handle the scope and breadth of the tasking in the SOW. Discuss how the references provided are relevant to the work being proposed.
2.2.3 Each past performance reference shall not exceed two (2) pages per reference.
3.0 PRICE
Offerors shall fill in the Section B pricing for CLIN 0001. The offeror shall provide one price to complete the entire job.
L-237-W001 PREBID/PREPROPOSAL SITE VISIT (NAVSEA) (DEC 2018)
(a) The Contracting Officer will conduct a site visit at SENECA LAKE SONAR TEST FACILITY DRESDEN, NY.
All prospective offerors are urged to attend this site visit. Offerors attending the site visit will meet at the following time and location to be escorted to the site:

Send requests 5 business days in advance (for 6 February 2020 site visit, send requests by no later than 30 January 2020).
Pre Site Visit requirements: All visitors must show valid photo identification to enter. (see visit request instruction). All visitors must be U.S. citizens. All site visitors are required to be approved by the Naval Undersea Warfare Center Division, Security for entry. (see visit request instruction, provided as an attachment 2).
(b) Offerors who plan to attend shall submit a visit request at least 5 days prior to the visit. Offerors shall comply with the base access requirements specified elsewhere specified in the solicitation to gain access to the site.
(c) A copy of the visit request shall be forwarded to the Contract Negotiator via e-mail at: chelsea.isherwood@navy.mil
(d) Offerors shall not ask questions relative to the solicitation during the site visit. All questions shall be submitted as specified elsewhere in this solicitation.
(e) Attendees shall abide by the following rules:
(1) No cameras, tape recorders, or other reproduction devices are allowed. Cell phones with camera capability are permitted in unclassified areas only. The WiFi and Bluetooth must be disabled. No photography is permitted at any time. No hard copies of any Government documents (maps, hand-outs, etc.) shall be provided to offerors. Offerors are restricted to note-taking.
(2) No explanation, remarks, or replies made by Government representatives in response to any inquiries during the Site Visit shall be construed as changing the terms or conditions of the solicitation. The definitive treatment of any such problems or questions shall be by formal solicitation amendment. Only the Contracting Officer can change the solicitation requirements.
(3) Each visitor shall be required to sign in and sign out on the visit, and must stay with the site visit group at all times. No other meetings or discussions with Government personnel shall be permitted.
(4) The Government reserves the right to inspect all material, briefcases, etc., entering or leaving Government facilities.
(5) Only advance substitutions of offeror personnel are permitted.
OFFERORS NOT COMPLYING WITH THESE RULES AND PROCEDURES MAY BE PRECLUDED FROM
FURTHER SITE VISIT PARTICIPATION.

SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
EVALUATION FACTORS
1.0 BASIS FOR AWARD
1.1 GENERAL INFORMATION
(a) Award will be made to the responsible Offeror whose proposal meets all requirements of the solicitation (technically acceptable) and presents the lowest Total Evaluated Price (TEP) within each of the two lots. The Government will separately evaluate each of the Lots on an Lowest Price Techically Acceptable (LPTA) basis which might result in a split award with award of Lot 1 to one offeror and an award of Lot 2 to a different offeror, if different offerors are the LPTA offeror for each lot.
(b) The Government intends to award a contract without discussions (except for clarifications as described in FAR 15.306(a)), as permitted by FAR 15.305(a) (3) and FAR 52.215-1. However, the Government reserves the right to conduct discussions to permit Offerors to revise their proposals.
1.2 FACTORS
The following table establishes all significant factors that will be considered in awarding the Contract:

The source selection will be made on a Low Price Technically Acceptable (LPTA) basis. Award will be made to the lowest priced offeror that is technically acceptable.
2.0 NON-PRICE FACTORS
2.1Technical Factors
The Government will evaluate offers and assign one of the adjectival ratings indicated in provision Section M Evaluation Factors for each of the following non-price factors, included in Section L Instructions to Offerors.
2.2 Factor 1: Technical Capability:
The Government will evaluate the Offeror’s capability in producing Underwater Fiber Optic SONAR cables that meet the following minimum evaluation considerations:
The Government will evaluate the Offeror’s capability statement outlining their experience in removal, installation and inspection of Deck Washdown and Dewatering systems.
The Government will evaluate the Offeror’s brief narrative describing how they will accomplish the SOW task.
2.2 Factor 2: Past Performance:
Past performance is a measure of the degree to which the Offeror satisfied its customers in the past. The pastproducts and services that meet users’ needs based on a demonstrated record of performance. The Government may consider past performance information contained in the Supplier Performance Risk System (SPRS) and the Federal Awardee Performance and Integrity Information System (FAPIIS). The Government may also use other information such as Contractor Performance Assessment Reporting System (CPARS) or other data available from Government sources to evaluate an Offeror’s past performance. The Government reserves the right to limit or expand the number of references it decides to contact, and contact references other than those provided by the Offeror. The Government may consider past performance information obtained from sources other than those identified by the Offeror, including Federal, State, and local Government agencies, Better Business Bureaus, published media and electronic databases. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will not be evaluated favorably or unfavorably on past performance.
3.0 ADJECTIVAL RATINGS
(a) The Government will perform an evaluation of the non-cost evaluation factors and subfactors based on the Offeror’s proposal. This evaluation focuses on aspects of the offerors proposal that meets or fails to meet the government’s minimum requirements, resulting in the assignment of an adjectival rating for each factor. Price will not be assigned an adjectival rating.
(b) Technical Rating: The following combined technical ratings include consideration of aspects of the offeror’s proposal that meet or do not meet the government’s minimum requirements.
The following adjectival ratings/descriptions in Table 1 shall be used for the Technical Capability evaluation factors and subfactors:
Rating Description Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
(c) Past Performance Evaluation.
(1) The past performance evaluation results in an assessment of the Offeror's probability of meeting the solicitation requirements. The past performance evaluation considers each Offeror’s demonstrated recent and relevant record of performance in supplying products and services that meet the contract’s requirements. In accordance with FAR 15.305(a) (2), the currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance shall be considered. These are combined to establish one performance confidence assessment rating for each offeror.
There are three aspects to the past performance evaluation: recency, relevancy (including context of data), and quality (including general trends in contractor performance and source of information).
The first is to evaluate the recency of the Offeror’s past performance as defined in Section 2.2 above. Recency is generally expressed as a time period during which past performance references are considered relevant, and is critical to establishing the relevancy of past performance information.
The second is to determine how relevant a recent effort, accomplished by the offeror, is to the effort to be acquired, through the source selection. In establishing what is relevant for the acquisition, consideration should be given to those aspects of an Offeror’s history of contract (or subcontract) performance that would provide the most context and give the greatest ability to measure whether the offeror will successfully satisfy the current requirement.
Common aspects of relevancy include, but are not limited to, the following: similarity of product/service/support, complexity, dollar value, contract type, use of key personnel (for services), and extent of subcontracting/teaming.
There are two (2) levels of relevancy as shown below. With respect to relevancy, more relevant past performance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance.
Relevant Present/past performance effort involved aspects of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
The third aspect of the past performance evaluation is to establish the overall quality of the Offeror’s past performance (see FAR 15.304(c) (2)). The past performance evaluation conducted in support of a current source selection does not establish, create, or change the existing record and history of the Offeror’s past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the offeror performed those past contracts. The Government will review all past performance information collected and determine the quality of the Offeror’s performance, general trends, and usefulness of the information and incorporate these into the performance confidence assessment. The past performance confidence assessment rating is based on the Offeror’s overall record of recency, relevancy, and quality of performance.
For an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonable assigned, the offeror shall be determined to have a neutral rating and shall be considered “acceptable.”
Past Performance Adjectival Rating.
Acceptable Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unnacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
Definitions:
Relevancy, as it pertains to past performance information, is a measure of the extent of similarity between the service/support effort, complexity, dollar value, contract type, and subcontract/teaming or other comparable attributes of past performance examples and the solicitation requirements; and a measure of the likelihood that the past performance is an indicator of future performance.
