The above spreadsheet will assign a numerical rating to each of the subfactors listed in Column B based on the Offeror’s proposed capability to meet the “Technical Capabilities Beyond Minimum Specifications” criteria for each.

Column C and Column D: Minimum specifications per the RFP; must be met in order to receive a Pass rating.

Column E and Column F: Additional ranges for subfactors 1-3, and a 'yes' for subfactors 4-6 (meaning the offeror can fulfill subfactors 4-6). These columns show “Technical Capabilities Beyond Minimum Specifications.”

Column G: If the Offeror meets the Column B minimum subfactor specifications requirement (Columns C and D) and exceeds it such that it falls within the “Beyond Minimum Specifications” ranges (Columns E and F) or meets the overall “Beyond Minimum Specification” capability (Column B, subfactors 4-6), enter “Y” in Column G. If a minimum requirement can be met, but not exceeded, enter “N”.

Column H and Column I: If “Y” is entered in Column G for subfactor 1-3, enter the “Beyond Minimum Specifications” minimum and maximum threshold values the Offeror is able to meet. If “N” is entered in Column G, no entry is required.

Column M: Based on the information input into Columns G, H and I, the spreadsheet will automatically assign a percentage rating for each subfactor.

* Note: Only subfactors 1 through 3 will require minimum and maximum value inputs in order to calculate overall subfactor rating. Subfactors 4 through 6 will only be evaluated based on the Offeror’s proposed capability to meet the “Beyond Minimum Specifications”.
