JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

JUSTIFICATION

1. Contracting Activity

2. Description of the Action Being Approved

Cybersecurity Operations and expansion of ne ense monitoring capability in compliance with Department of Defense (DoD) and Department of the Navy (DoN) directives.

4. Statutory Authority Permitting Other Than Full and

The proposed action may specify brand name components using the procedures in FAR Subpart 13.5 and in accordance with 41 U.S.C.

1901 and 10 U.S.C. 2304 (c)(1), Limited Number of Responsible Sources and No Other Supplies or Services Will Satisfy Agency Requirements as implemented by FAR 6.302-1(c).

5. Rationale Justifying Use of Cited Statutory Authority

NUWCDIVNPT to the NAVSEA requirement of “expanding cybersecurity (NAVSEA Campaign Plan 2.0) and the DoD / DoN requirement of increased agility and efficiency by seeking out tools that can increase monitoring capability, automation, and greater defense-in-depth strategy.

NUWCDIVNPT currently uses two technologies primarily for cyber defense, McAfee Host Based Security System (HBSS) and Splunk. HBSS is a DISA-mandated and provided suite of security software required on all DoD managed networks. Splunk is a COTS software solution used by NUWCDIVNPT to ingest and monitor logs from all computer systems as mandated by DISA STIGS and RMF requirements. Currently, our HBSS and Splunk solutions work together to provide the NUWCDIVNPT Cybersecurity operations team with vi y to another tool would cost an estimated or more, based on actual costs of previous Splunk co eded to set up the current environment.

Based on the research conducted by with consideration for mission fulfillment and cost im eEye emerged as the necessary brand name choice. The integration of the endpoint detection and response and malware analysis solutions with the current cybersecurity environment ensures that minimal effort will be required to fulfill the mission of improved risk management and monitoring. 6. Description of Efforts Made to Solicit Offers from as

Many Offerors as Practicable

A combined synopsis and solicitation will be posted as a 100% Small Business Set-Aside on the Government Point of Entry (FedBizOpps) notifying industry of the intent to solicit as a brand name acquisition. Any challenges to this brand name action will be brought to the attention of the Competition Advocate prior to contract award.

7. Determination of Fair and Reasonable Costs

The Contracting Officer will conduct a price analysis in accordance with FAR Part 15.404 to ensure a fair and reasonable price is obtained.

8. Actions to Remove Barriers to Competition

Any future acquisitions of these brand name supplies will be competed to the maximum extent practical amongst the manufacturer’s resellers.
