SOLE SOURCE JUSTIFICATION
Background:
Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Code 40 has a requirement to procure Kinematics cable assemblies and liquid level sensors (LLSs). The LLSs, as well as their accompanying cable assembly and adapter cables, are integral parts of the Liquid
Level Sensor Cable Assembly. These components are needed for the manufacturing of
Tomahawk All Up Round Simulator (AURS) units which are used to support the BLK III/IV
Virginia Payload Tube (VPT) Program. These components are mission critical to ensure the VPT
AURSs are completed in time to support Shipyard testing and follow-on fleet use.
These items were previously purchased under orders N66604-18-P-2050, and N66604-17-P-
2508.
Requirement:
Kinematics part numbers 5385-0101 (Liquid Level Sensor) and 1002-0074 (Cable Assembly) are specifically called out in Liquid Level Sensor Cable Assembly Drawing number 7615614 which is being used by the Virginia Payload Tube (VPT) program. There are no substitutes.
Sole Source Justification:
P/N 5385-0101 is specified in a proprietary drawing of Kinematics & Controls Corporation.
These Kinematics sensors were developed for the AURS Mod 1 program to be a cross between the non-tactical version of the Liquid Level Sensor that was originally designed for the AURS
Mod 0 program and the tactical version. Thus, these stainless steel sensors are more robust than the plastic AURS Mod 0 non-tactical version, but don’t meet all of the standards of a tactical version which comes at a much higher cost. The design that was developed was leveraged with
Kinematics to create the now procured version (as a cost saving relative to previous Tactical sensors) to work with the Submarine Guided Missile-Nuclear (SSGN) AURS circuitry. Since the
VPT AURS is using the SSGN AURS design, these Kinematics sensors are the only ones that will work with the VPT AURS circuitry.
Resellers:
Kinematics & Controls Corporation is the only known manufacturer of the Liquid Level Sensor and Cable Assembly that is compatible with the VPT AURS circuitry.
