4. Statutory Authority Permitting Other Than Full and Open
Competition
10 U.S.C. 2304(c)(1): the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency.
5. Rationale Justifying Use of Cited Statutory Authority
The MTR Program is a which utilizes Special Purpose Electronic Test Equipment to troubleshoot circuit card assemblies and electronic modules to the component level. The MTR Program facilitates the repair of degraded and non-operational systems, providing actual cost savings and self-sustainability for forward deployed and shipboard or shore-based units.
The NAVSEA Miniature/Microminiature Module Test and Repair (2M/MTR) Program has been utilizing Huntron, Inc.’s Analog Signature Analysis Test Equipment since 1989. In the interim, approximately 7,000 Test Routines have been developed using Huntron hardware and proprietary software. Due to hardware obsolescence and evolving technology, the need exists to transition to a next generation tester. Any future test instrument must be 100% backward compatible with the current test routine library and the currently deployed hardware configuration. Test routines developed on a replacement tester must also be backward compatible with the hardware configuration currently deployed. Previously developed test routines must operate and produce 100% compatible test results on the replacement test instrument.
In order to maintain life cycle sustainment of previously developed Huntron Test Routines using the Protrack/Scanner I located at 2M/MTR repair work centers, Fleet migration to the Model 32 is required. The currently fielded Huntron Protrack/Scanner I test instrument is obsolete and its replacement is the Huntron Model 32. Conversion and reutilization of the test routines is the paramount economic consideration related to the acquisition requirement. In- Service Engineering Agent (ISEA) evaluation of the Huntron Test Instruments validated 100% operational compliance using converted Huntron Test Routines.
To date, the Government has expended program sponsor funding required to sustain the necessary software licenses, maintenance, and ISEA certification testing to promote validation of the replacement test instrument and test routine reutilization. The additional engineering, development, and regression testing necessary to assure compatibility with the existing recommended solution can only be estimated.
As such, utilizing the existing vendor to procure the replacement test equipment for the existing Protrack/Scanner I test station currently used in the AN/USM-674(V)
6. Description of Efforts Made to Solicit Offers from as Many
Offerors as Practicable
The proposed contract was synopsized on 14 Feb 2018 via posting on the Federal Business Opportunities website in accordance with FAR 5.2. The synopsis stated that NUWCDIVNPT intends to award a contract on a sole source basis to Huntron, Inc. The notice also stated that all responsible sources may submit a capability statement. No responses were received prior to 1 Mar 2018. Therefore, the Government intends to proceed with a sole source procurement to Huntron, Inc.
7. Determination of Fair and Reasonable Costs
The Contracting Officer will determine that the price negotiated for this acquisition is fair and reasonable pursuant to FAR, Part 15.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, NUWCDIVNPT Code 02 has no plans at this time to compete future contracts for the types of supplies covered by this document. If another potential source emerges, NUWCDIVNPT will assess whether competition for future requirements is feasible.
