STATEMENT OF WORK

MECHANICAL SEAL ASSEMBLIES

1.0 BACKGROUND

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), Platform and Payload Integration

Department (Code 40) is the In-Service Engineering Agent (ISEA) for the Air Turbine Pump (ATP) and is the sole activity that has the ability and qualifications to overhaul ATP Bearing Cartridges (BCs). BC assemblies are critical internal subassemblies to the ATP and contain a mechanical seal assembly that is replaced during dry dock availability.

NUWCDIVNPT is being tasked directly by multiple Naval Shipyards to perform BC overhauls for platforms that are in planned dry-docking availabilities. This effort is critical to meeting dry docking milestones of the Fleet.

The material covered in this contract will be used in a crucial shipboard system. The use of incorrect or defective material would create a high probability of failure resulting in serious personnel injury, loss of life, loss of vital shipboard systems, or loss of the ship itself. Therefore, the material has been designated as Special Emphasis

SUBSAFE / LEVEL I material and special control procedures are invoked to ensure receipt of correct material.

2.0 SCOPE

The contractor shall manufacture, inspect, and deliver Mechanical Seal Assemblies, consisting of Seal Assemblies, Mating Ring Assemblies, and Lock Rings. The Government intends to order an initial quantity of three (3) per each assembly, with options to purchase additional assemblies, procured in quantities of a minimum of two (2) of each assembly, up to a maximum contract order of nine (9) of each assembly.

The hardware shall be manufactured in strict accordance with this Statement of Work (SOW) as well as the drawings and Applicable Documents referenced in Section 3.0. All hardware must be manufactured in accordance with strict quality control guidelines as identified herein. The contractor shall inspect the components as specified in

Section 4.0.

The minimum quality requirements for LEVEL I Material are provided in SOW Appendix A; “Minimum Standard

Quality Contract Requirements for Procurement, Modification, Repair or Overhaul of Non-Nuclear Level I Material

SMICs L1, C1, S1 and Level I Support SMIC Q3, VG”. SOW Appendix A is a material part of this contract and the contractor shall comply with all requirements established in SOW Appendix A for all LEVEL I parts as identified in

Section 3.1.

The minimum quality requirements for NON-LEVEL I / SUBSAFE Material are provided in SOW Appendix F, “Minimum Standard Quality Contract Requirements for Procurement, Modification, Repair or Overhaul of NON-

LEVEL I / SUBSAFE Boundary Material”. SOW Appendix F is a material part of this contract and the contractor shall comply with all requirements established in SOW Appendix F for all NON-LEVEL I / SUBSAFE parts as identified in Section 3.1.

2.1 Funding

Operations & Maintenance, Navy (O&MN) funds will be provided for this contract.

2.2 Place of Performance

The place of performance of this contract shall be at the contractor’s facility.

2.3 Authorized Users

NUWC Code 40 is the only authorized user of this contract.

2.4 Sponsors

Sponsors of this project include all Naval Shipyards (Portsmouth Naval Shipyard, Norfolk Naval Shipyard, Puget

Sound Naval Shipyard, and/or Pearl Harbor Naval Shipyard), PMS392, and SEA05.

(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The

Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
