PROPOSAL SUBMISSION:
Offerors shall submit proposals by electronic means rather than in accordance with the template proposal submission requirements on the cover of the SF-1449. All electronic submissions shall be sent to Nathaniel Barber at nathaniel.barber@navy.mil and must be received by the closing date and time located on the cover page of the SF-1449. The Contractor shall not be paid for any work performed or costs incurred that reasonably could have been avoided.

If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience.
