SOLE SOURCE JUSTIFICATION

Flared Base Group Antenna Radome

PR 1300734409

BACKGROUND:

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Code 34 is tasked to deliver the Flared Base Group (FBG) Antenna Assembly to modernization and new construction platforms. The program needs to acquire three (3) FBG Field Change Kits, being used for SSN

798, 799 and 800. A subset of the FBG Field Change Kit is two Radomes, designed to protect the

FBG Antenna Assembly internals from all potential submarine external environments. These

Radomes are built-to-print in accordance with Drawing Numbers 06829011 and 06829021.

Neptune Tech Services, Inc., dba Neptune Precision Composites, began manufacturing the required Radomes after a lengthy testing and certification process. Neptune has demonstrated a long track record of producing quality Radomes for NUWCDIVNPT.

Independent Government Cost Estimate: $29,895.00 for each 06829011 unit, $89,685.00 total and

$14,298.00 for each 06829021 unit, $42,894.00 total.

Delivery Requirement: 16 weeks after contract award.

REQUIREMENT:

Line Item Description Qty

0001 Radome, FBG Antenna (06829011) 3

0002 Radome, DF, FBG Antenna (06829021) 3

SOLE SOURCE JUSTIFICATION:

The authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 “Only One Responsible

Source” applies to this procurement. There will be substantial duplication of costs to the

Government and unacceptable delays in fulfilling NUWCDIVNPT Code 34 requirements if this procurement is solicited on a competitive basis.

As the original manufacturer, Neptune can manufacture the Radomes without the testing requirements. Manufacture of the Radomes by another manufacturer would result in substantial duplication of testing and certification requirements.

Future purchases of the Radomes are planned to be conducted on a competitive basis.

NUWCDIVNPT is currently developing a detailed technical specification and associated drawing revisions of the Radomes to allow the items to be procured competitively in the future.

Although NUWCDIVNPT has initiated the process to develop the full Technical Data Package

(TDP) as described, it is still in preliminary stages and will need to be completed, validated, approved, and then incorporated into the program baseline. The time given for a competitive buy after completing the TDP (including the validation and approval process) far exceeds the current required delivery schedule, resulting in unacceptable delays to the Fleet for SSN 798, 799, and

800.
