BRAND NAME SPECIFICATION

Analysis Workstations Procurement

BACKGROUND:

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Code 1041 has a requirement for two (2) Analysis Workstations and one (1) Network switch to address required functionalities in the Advanced Scientific and Engineering Computation Center (ASECC).

The ASECC lab provides High-end Computer-Aided Design, Computer-Aided Manufacturing and Computer-Aided Engineering (CAD/CAM/CAE) tools, to support the design and the structural and acoustical analysis of existing and prototype Weapon Systems and Undersea

Vehicles for NUWCDIVNPT Science and Technology (S&T) programs. These tools are provided in a distributed server/client environment making them accessible throughout

NUWCDIVNPT to the various S&T groups. The ASECC lab encompasses a High Performance

Computational (HPC) Cluster composed of a head node and ten (10) compute nodes in the unclassified Research and Development (RDT&E) network and an HPC cluster composed of a head node and three (3) compute nodes in the classified RDT&E network. The unclassified and classified ASECC user labs encompass several hi-end analysis workstations running the ASECC scientific applications, made accessible for use as a shareable resource to the NUWCDIVNPT

RDT&E community in support of their physics-based modelling efforts.

Physics-based modelling provides an efficient and economical alternative to a physical build-test method of design. Larger systems are being designed that require state of art technology. The complexity and size of the models being generated by the technical areas require higher computational capacity of hardware resources.

The proposed IT hardware equipment will support the ASECC user community, both in the classified and in the unclassified computing lab facilities:

The Analysis hi-end workstation in the classified lab will be replacing an aging, non-functioning workstation in ASECC Classified lab, as well as meeting the growing workload and resource demands for the classified ASECC facility by the ASECC user community. In addition, the increase in information security requirements is straining on the performance of computer hardware that can only be compensated by increasing the computational capacity of the hardware.

Likewise, the Analysis hi-end workstation for the ASECC unclassified lab workstation will expand the cadre of available resources in that lab with a high performance computer, combining a high performance Central Processing Unit and Graphics Card, to meet continuously increasing requirements of the ASECC hardware resources and to accommodate the increasingly larger modelling projects with improved graphics granularity.

The back-end Network Switch will provide a standby backup back-end switch to meet the requirements of the contingency plan for disaster recovery for the unclassified ASECC lab.

This unit is a necessary for meeting approval for Authority to Operate (ATO) requirements, and represents the ASECC’s commitment to provide more reliable and cost effective centralized resources, and to ensure NUWC technical areas’ uninterrupted access to the capabilities needed to meet program requirements.

The estimated delivery for this procurement is 01 SEPT 2018.

Maintenance and

- All software must include three (3) years of maintenance from time of delivery.

- All hardware must include a three (3) year warranty from the original equipment manufacturer from time of delivery and include the following:

Phone support;

Next business day parts; and

Failed disk replacement program allowing the Government to retain the failed drive for destruction and only provide a photocopy of the label for proof of failure.

-No on-site support representative is required.

Brand Name Specification:

The specified brand name components included in this procurement, and as shown in the table above, are vital to ensure NUWCDIVNPT, Code 1041, maintains a homogeneous and cyber security compliant environment for ASECC Lab 0044 to handle the larger physics-based models being built at the Command. Further discussion of each specified brand name component is as follows:

INTEL PROCESSORS:

Intel Processor capabilities are incorporated into the code of the primary mathematical solvers currently in use in the ABAQUS and LS-DYNA software application suites running on Classified and Unclassified Clusters in the ASECC lab. The ASECC Classified labs runs on the

NUWCDIVNPT RDT&E Centrally Managed Classified Windows System A network, Lab 903, eMASS id S-221; the ASECC Unclassified lab runs under Network Connected Centrally

Managed RDT&E Lab 044, eMASS id 7369.

Software and hardware running in the ASECC computational cluster currently run on Intel

Processors. The analysis workstations included in this requirement execute the same instruction set and therefore require Intel processors for compatibility with the existing ASECC application software and cluster hardware. No other processor can be used as there is the potential of introducing incompatible and imprecise results at the risk of jeopardizing the usefulness and credibility of the program results.

We are requesting this specific model of Intel, 6144, due to its processing speed and number of available cores, for improved processing performance and speed for our software products.

Software licenses at the lab are a precious, shareable commodity: the faster a simulation model runs to completion, the quicker it will return the licenses it is using to the license resource pool for other users to pick up and use to run their project models.

Using the same family of processors across the ASECC lab, unifies requirements for system administrator training thus minimizing costs for efficient and timely maintenance and support.

Therefore, the Intel Processor is the only component that can meet the Government’s minimum requirements.

RESELLERS:

There does not need to be an in depth relationship between the vendor and NUWCDIVNPT data center (code 1041). We should acquire these items from whoever gives us the best price.
