v1.2_JUNE2016 will be required to update the drafts of the TEMPALT TDPs following government review and comment.

The Total Value of the requirement is not expected to exceed .

REQUIREMENT:

The contractor will be required to develop two Temporary Alteration (TEMPALT) Technical Data Packages (TDPs) for which will be submitted to the government for review and approval. The contractor will be required to update the submitted TEMPALT TDPs as necessary to adjudicate the government’s comments. The TEMPALT TDPs are required to request authorization to install the system on a . To develop the two TEMPALT TDPs, the contractor will need to review the TEMPALT TDPs and update them based on Government Furnished Information (GFI) on the system design and any relevant information gathered on ship checks of the expected installation platforms.

SOLE SOURCE JUSTIFICATION:

DDL OMNI is the only contractor that has the CAD models, drawings, and supporting documentation for the TEMPALT TDPs. In addition to the unique knowledge that DDL OMNI possesses from the development of the TEMPALTs, DDL OMNI is also uniquely suited to meet the Government’s requirements based on their certifications for working on submarines and their unique design knowledge of the submarine spaces that will house the installed system. The

. Per NAVSEA Note 5000, there are only two commercial companies authorized to work on and associated electrical and electronic equipment (DDL Omni and Oceaneering International). Part of the

DDL Omni is the design agent for the and has created, with few exceptions, all TEMPALTs that have been installed in the . The TEMPALT requires the material, and knowledge of the requirements pertaining to such is required of the TEMPALT developer.

The contract actions to develop the original TEMPALTs were both sole source awards to DDL Omni because of their intimate knowledge of and experience with the and the TEMPALTs that have been installed therein on . Creating the new TEMPALTs for the will utilize the information of these earlier TEMPALTs.

Additionally, DDL Omni is currently under contract to support so they are intimately familiar with the hardware, cabling and shipboard arrangement of the . Utilizing DDL Omni to perform the work for the will promote efficiency and effectiveness.
