BACKGROUND:
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Code 2522 OHIO Class team is responsible for the life cycle support of the OHIO Class Fleet. Code 2522 is required to manage multiple fielded configurations of the OHIO Class Command and Control System (CCS) in the Life Cycle Support Facility (LCSF). In order to meet fleet requirements, a network-based switching solution is required to quickly and effectively share resources between multiple laboratories and configurations.

BRAND NAME SPECIFICATION:
APCON is the only manufacturer that meets the requirement for a high density network switch with built-in configuration and connection management capability, network analysis tools, one-to-many connection capability, multi-protocol cross connect, and auto-negotiation of link speeds across connected equipment. Due to the high cost associated with some pieces of the CCS, the ability to quickly and efficiently share these resources across multiple configurations is required to execute Code 25’s Fleet Support Mission. APCON’s built-in connection and configuration management tool eliminates the manual effort of patching and re-patching equipment connections, reducing manhours, system downtime, and risk of damaging high-cost/long-lead equipment. APCON’s unique “one-to-many” connection feature allows single input to be shared across several configurations. APCON’s unique multi-protocol cross connect feature allows equipment to be shared across multiple baselines without manual changing of converters depending on baseline requirements. APCON has provided this proven technology through previous procurements, N66604-13-F-2544 and N66604-06-F-6234, to Code 25 to support Fast Attack Combat System laboratiories.

Market Research was conducted by NUWCDIVNPT 2522 by contacting multiple network switch manufacturers during the period of February 2018 through March 2018. Of the multiple manufacturers contacted, it is determined that only APCON is able to meet the requirements of the NUWCDIVNPT Code 25 LCSF.
APCON products are available directly from APCON or through its authorized partners.

Based on the above, I recommend this acquisition be conducted on a Brand Name Specification basis. I certify the technical data which form the basis of this justification are complete and accurate.
