SOLE SOURCE JUSTIFICATION
BACKGROUND
Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Code 40 has a requirement to procure Kinematics cable assemblies and liquid level sensors (LLSs). The LLSs, as well as their accompanying cable assembly and adapter cables, are integral parts of the Liquid Level Sensor Cable Assembly. These components are needed for the manufacturing of Tomahawk All Up Round Simulator (AURS) units which are used to support the BLK III/IV Virginia Payload Tube (VPT) Program. These components are mission critical to ensure the VPT AURSs are completed in time to support Shipyard testing and follow-on fleet use.
Independent Government Cost Estimate: $28,000.
Previous order: N66604-17-P-2508
MINIMUM REQUIREMENTS
Kinematics part numbers 5385-0101 (LLS) and 1002-0074 (cable assembly) are specifically called out in the Liquid Level Sensor Cable Assembly Drawing which is being utilized by the VPT Program. There are no substitutes, these part numbers are required. A quantity of fifty (50) of both the liquid level sensor and the accompanying assemblies are required.
SOLE SOURCE JUSTIFICATION
Part number 5385-0101 is specified in a proprietary drawing of Kinematics & Controls Corporation. These Kinematics sensors were developed to be a cross between the non-tactical version of the LLS and the tactical version. Thus, they are more robust than the non-tactical version, but don’t meet all of the standards of a tactical version which comes at a much higher cost. They are a commercial-off-the-shelf solution for AURS.
The required parts must meet the electrical interface requirements of a tactical Tomahawk AUR while physically meeting the form and fit required inside the AURS. Extensive testing has been done to ensure that the Kinematics LLS meets this requirement. Since the VPT AURS is using the SSGN AURS design, these Kinematics sensors are the only sensors that will work with the VPT AURS circuitry. Kinematics & Controls is the only company that makes LLSs for Tomahawk Cruise Missiles that will function with the submarine platforms’ Combat Control System (CCS)/Launcher System. The LLS design is proprietary information and improper material/construction of these from another manufacturer could result in unacceptable loss of LLS functionality with an end result of possible failure or damage to the submarines’ CCS/Launcher System, or the LLS itself.
RESELLERS
This is a sole source requirement since Kinematics & Controls Corporation is the sole proprietor of the sensors.
