Brand Name Specification

Background

The Naval Undersea Warfare Center Division Newport (NUWCDVINPT), Code 40 currently has a requirement to procure lip seals for the USN Fleet that employs Tomahawk All-Up-

Rounds (AURs) - particularly the vertically launched, Composite Capsule Launching System

(CCLS) variant – as part of its weapon system. In order to load a CCLS AUR onto a USN submarine, it is required that (2) lip seals, (P/N JCM-16664-001), be installed onto the capsule of each CCLS AUR.

The lip seal is an integral part of the CCLS capsule. The integrity of the lip seal is important because it maintains a water tight seal at the flange area of the capsule, thereby preventing water from infiltrating into the missile tube and further into the missile itself. Missile tube flooding is detrimental to the employment CCLS AUR; therefore, proper manufacture of the lip seal is critical to the performance of the weapon system.

Minimum Requirement

Per Lip Seal Drawing JCM-16664, “only the item described in this drawing, when procured from the vendor listed hereon, is approved by the design activity for use in the application(s) specified hereon.” Hence, the lip seal is a source-controlled part; Parker-Hannifin is its sole manufacturer.

The lip seal has been in use on the Tomahawk CLS AURs since the beginning of the program in the 1980’s and is an integral part of the CLS capsule to ensure a watertight seal for the pressurization system that keeps the missile dry when installed on submarines.

Discussion/Conclusion

It is necessary to procure a significant quantity of lip seals in order to accommodate the operational readiness of the USN Fleet. Although Parker-Hannifin is the sole manufacturer, Parker-Hannifin products can be purchased from authorized resellers.
