SOLE SOURCE JUSTIFICATION

SESEF GUAM ULM-4Seavey Antennas

BACKGROUND:

NUWC OSO SESEF, Code 7033, has a requirement for the purchase of

Test Set ) transmit and receive antennas, from Seavey Engineering Associates.

Seavey Engineering Associates, Inc. has been acquired by Antenna Research Associates, Inc.

(ARA) and no longer operates as a separate entity. These antennas will be utilized in support of the new Shipboard Electronic System Evaluation Facility (SESEF) site

The is the primary Test and Evaluation (T&E) System at SESEF which is used to conduct periodic maintenance of US Navy assets. The periodic testing is required by the US Navy Preventative Maintenance System (PMS) guidelines and is governed by the Commander Naval

Forces . The is an MCEB (Military Communication Electronics Board) approved ( ) system. These parts were recently purchased as a Sole Source in 2014 and 2015 ( for the SESEF and for the system upgrades at all other sites This contract is anticipated to be .

Sole Source Justification/Brand Name Specification:

In order to meet the requirements of the SESEF test and evaluation system noted above and to maintain the MCEB approval SESEF must procure this for the SESEF site It is required that the components be form, fit, interface, and function identical to the existing components.

The components specified have been qualified by SESEF to be used in the Test and Evaluation system that they administer as a Certification Test. The is the primary test system Fleet units are required by both the Preventative Maintenance System (PMS) and the War Fighting Improvement Program (WFIP) to conduct regular maintenance testing with SESEF To incorporate any other components at this time would not be cost effective and is estimated to be on the order of (which includes researching a new component, procuring a new component for evaluation purposes, infrastructure changes to configuration documentation to incorporate new components, and labor hours for engineers) and take approximately 12 to 18 months. Based on the low dollar value of known requirements it is unreasonable to determine the additional cost and schedule impact of validating a new product can be offset by v1.2_JUNE2016 potential savings from competition, therefore it is in the Government’s best interest to solicit this requirement on a sole source basis.

Based on the above, I recommend this acquisition be conducted on a Sole Source basis. I certify the technical data which form the basis of this justification are complete and accurate.
