NOTES TO OFFERORS

1. In order to receive the drawings/specifications/technical data package (TDP)/government furnished information (GFI), the company must be registered in the DOD Joint Certification Program (JCP). Once approved for the JCP the company will have access to the drawings through FBO. Registered users are required to log in to their FBO account and have an active registration with JCP to view and download copies of the material. You must be certified under the United States/Canada Joint Certification Program (JCP) (https://www.dlis.dla.mil/jcp/) to be granted access to the technical documentation, via FBO (www.fbo.gov).

2. Two classified appendices form part of this request for proposal. Vendors wishing to obtain a hard paper copy of the Classified Addendums may request them directly from the Contract Negotiator at nathaniel.barber@navy.mil. Contractors are required to be registered in the System for Award Management (SAM) and JCP prior to receiving the Classified Addendums.

The contents of the Classified Addendums are classified CONFIDENTIAL and interested vendors are required to complete and submit the attached Material Request Form. Upon Government receipt of your request and prior to mailing a copy of the Classified Addendum, our Security Department will verify that your facilities are cleared up to the required classification level and have safeguarding capability. Only one copy will be distributed per company.

3. A deadline for Industry submission of Classified Appendix Requests is hereby established at

2:00 PM EST on 27 July 2017. After this date and time, the Government may not respond to requests.

4. A deadline for Industry Submission of Questions is hereby established at 2:00 PM EST on August 1 2017. After this date and time, the Government may not respond to questions received.

5. The contract minimum quantity referred to in paragraph (b) of FAR Clause 52.216-22

‘Indefinite Quantity’ is 3 First Article units under CLIN 0001 and 3 First Article units CLIN 0004.

6. The government will establish the contract ceiling and populate the section B pricing structure for the stepladder production units as follows upon award:

a. The dollar value ceiling will be established using the same calculation as is applied to arrive at the total evaluated price. See provision UW M-2-0001 EVALUATION FACTORS section B. TOTAL EVALUATED PRICE (TEP). Note the FAT test evaluation cost adjustment per provision HQ M-2-0012 is not included in this value.

b. The maximum quantity of production units established will be calculated by dividing the dollar value ceiling by the unit price from the highest quantity range. If the calculation results in a fraction of a unit the quantity will be rounded up regardless of the fraction value.

7. There is an updated Critical Item Performance Specification (CIPS) associated with the

TR-302 Transducers. Offerors are on notice that failure to use the TR - 302 CIPS associated with this RFP, dated 13 JUNE 2017, may adversely impact their standing in the competition. This CIPS supercedes the CIPS dated 29 February 2016 and issued with the synopsis, which is now obsolete.

Amendment 0001

The purpose of this amendment is:

1. To correct NOTES TO OFFERORS #2 in the General Information section to state that the classified appendices will not be in the form of a Compact Disc, (CD). Instead they will be in the form of hard paper copies.

2. To extend the date in NOTES TO OFFERORS #3 in the General Information section to request classified appendices 2:00 PM EST on 27 July 2017.

Amendment 0002

The purpose of this amendment is:

1. To update Section L, provision UW L-2-0001 to address questions submitted by industry and to include section I. PROPOSAL SUBMISSION - GENERAL INFORMATION AND REQUIREMENTS in provision UW L-2-0001.

2. To include drawing #50225-00069CA as requested in Question 6 below.

3. To include the full drawing #8440526 as requested in Question 8 below.

4. Address questions submitted by industry, see below.

Questions and Answers:

1. The Solicitation provides a Performance Based Milestone Plan for CLIN’s 0001, 0002, 0004 and 0005, but does not provide one for production CLIN’s 0003, 0006 and 0007. Will the Government include such a plan for the production CLIN’s?

Response: No.

2. On Page 83 of the solicitation, Paragraph (d), the Government’s Small Business Participation objective for this contract is omitted; please provide the objective.

Response: The Small Business Participation objective for this contract is 5% and is amended into Section L, provision UW L-2-0001, II. TECHNICAL PROPOSAL.

3. Within the Technical Capabilities section of the Solicitation, a 15 page limit for Sub-Factor 1 and a 15 page limit for Sub-Factor 2 are specified, on pages 76 and 79, respectively. Can the page limit be changed to 30 pages total for both Sub-Factor 1 and Sub-Factor 2 due to redundant sections, such as Facilities and Configuration Management?

Response: The solicitation has been amended to reflect that the page limit of Sub Factor 1 and Sub Factor 2 of Provision UW L-2-0001 Instructions to Offerors, II. TECHNICAL PROPOSAL, (b) Technical Capability, has been changed from 15 pages each, to a total of 30 pages for both.

4. The Solicitation does not contain the Proposal Submission – General Requirements, including General Format, Markings, Page Limits and Style typically contained in most RFP’s of this type.

The Solicitation also has inconsistencies within the numbering of various sections and sub-sections, particularly in the Technical Capability section, pages 75 through 83. Was it intended for the Solicitation to follow the same proposal preparation instructions and outline format as other recently released RFPs?

Response: Provision UW L-2-0001 has been amended to include I. PROPOSAL SUBMISSION - GENERAL INFORMATION AND REQUIREMENTS. However, the government could not identify numbering inconsistencies.

5. Regarding Sub-Factor 1, page 76 of the outline, pertaining to the TR-302 and the “TR-302 Transducer Design Requirements Table”, the CIPS Paragraph sections as well as the CIPS Paragraph Titles do not match the CIPS 53711-7335231M. Please clarify these numbers and titles.

Response: The solicitation has been updated to reflect the correct portions of the CIPS in provision UW

L-2-0001, II. TECHNICAL PROPOSAL.

6. The TR-302 test cable, drawing #50225-00069CA is specified in section 2.2.2 of CIPS 53711- 7335231M. Please provide this drawing.

Response: Drawing #50225-00069CA has been made available. See bullet 1 above concerning access to restricted documents associated with this RFP.

7. Within Sub-Factor 3, page 82 of the Solicitation, the “Schedules/Milestones” section only mentions first year production quantities for the TR-355 and TR-355A transducers. What, if any, are the projected first year production quantities for the TR-302D transducer?

Response: The projected first production year quantity for the TR-302D production transducers has been added to Subfactor B-3 of provision UW L-2-0001, II. TECHNICAL PROPOSAL.

8. Regarding the TR-302D drawing package, drawing #8440526 for the Active Element Assembly is missing sheet 2 of 2. Please provide sheet 2 of this drawing.

Response: Drawing #8440526 has been made available. See bullet 1 above concerning access to restricted documents associated with this RFP.

9. For CLINs 0003, 0006, and 0007, Section F states that each CLIN delivery commences at 10 months after delivery order, at a rate of 2 units per month. If a delivery order includes quantities from each of the three CLINs, is the rate up to 6 units per month (i.e. 2 per CLIN) or still 2 per month with designation under which CLIN will be delivered?

Response: The delivery schedule applies independently to each CLIN. For example, if a delivery order includes quantities from each of the three CLINs, the rate would be up to 6 per month, 2 per CLIN, for a total of 6.

10. Will the government be providing the required test cables, as identified in the CIPS, for each of the transducer configurations?

Response: The Government will provide the required test cable. The Government will verify that the cable provided complies with test requirements as identified on the drawing at the time the cable is provided. Subsequent compliance of the cable to the requirements identified on the drawing is the responsibility of the vendor.

11. Page 79 of 92, paragraph 2: The last entry, “Life”, in the TR‐355/TR‐355A Transducer Design Requirements Table, first column, refers to CIPS paragraph numbers that do not match the CIPS paragraph numbers in the CIPS provided with the solicitation. Can the government update this table to reflect the paragraph numbers in the updated CIPS?

Response: The solicitation has been updated to reflect the correct portions of the CIPS in provision UW

L-2-0001, II. TECHNICAL PROPOSAL.

Do not elaborate unnecessarily or provide other presentations beyond that sufficient to present a complete and effective proposal.

(9) Do not repeat information required in the responses in two or more proposal data requirements. Include detailed information in the area of the proposal where it contributes most critically. In other areas where a repeat discussion is necessary, provide a reference to the detailed discussion location.

(10) Provide all pertinent information in sufficient detail to permit evaluation of the proposal. Cross referencing is permitted where its use would conserve space without impairing clarity. However, each response within a given volume of the proposal shall be written to the greatest extent possible on a stand-alone basis so that its content may be evaluated with minimal cross referencing. Where cross referencing is necessary, the Offeror shall provide a proposal Cross-Reference Matrix which cites the specific page number, section or paragraph for reference.

This matrix is excluded from the page limit.

(11) Each volume of the Proposal shall contain a glossary of all abbreviations and acronyms used, with an explanation for each. Glossaries do not count against page limitations for their respective volumes.

II. TECHNICAL PROPOSAL

(A) Organization. In the Technical Proposal, the Offeror shall provide information and documentation to clearly and concisely identify the Offeror’s overall ability to meet the requirements of the solicitation. The Technical Proposal shall be self –contained (i.e. if the outline requires data or an analysis, simply referring to another document with that information will not satisfy the requirement). The Offeror shall divide the Technical Proposal into the following factors and subfactors in the order listed:

Factor 1: Technical Capability Sub-factor 1: TR-302 Design Approach, Performance, and Manufacturing Sub-factor 2: TR-355 and TR-355A Design Approach, Performance, and Manufacturing Sub-factor 3: Program Management of the Resulting TR-302, TR-355 and TR-355A Contract

Sub-factor 4: Small Business Participation Factor 2: Past Performance Factor 3: Price

(B) Technical Capability (limited to 40 pages)

The proposal shall demonstrate that the Offeror’s design will achieve the performance requirements of the TR-302 and TR-355& TR-355A Critical Item Performance Specifications (CIPS) and Statement of Work (SOW). Proposing a legacy design approach based on informational Government Furnished Information (GFI) in the form of technical drawings, or other knowledge of previous designs, does not obviate the need for thorough discussions of all aspects of the design approach (i.e., a build-to-print technical approach will not constitute an acceptable response). For example, the Government will consider simply stating that the proposed design approach will meet acoustic element input impedance requirements because the previous TR-355 transducers met acoustic element input impedance testing a non-responsive discussion of the proposed design approach and the proposal will receive a deficiency in this area. The Offeror shall format the proposal using the following outline numbering:

1. TR-302 Transducer Design Approach, Performance and Manufacturing- Combined Page Limit 30 pages for subfactor II.(B)1 and II.(B)2.

TR-302 Transducer Design Approach Overview

The Offeror shall present an overview of the proposed TR-302 transducer design approach which includes an illustration of the design showing, at a minimum, the components of the proposed TR-302 transducer design required to meet the CIPS requirements.

1. 1 TR-302 Transducer Design Requirements Table

The Offeror shall complete the table that follows. The Offeror shall provide a concise discussion as to how specific aspects of the proposed transducer design are critical in meeting each listed requirement. It is acceptable to reference proposal paragraphs that appear later in the proposal (i.e. it is acceptable to reference detailed discussions in section 1.3.x) and for the table to be a fold out page in the proposal.
