Brand Name Justification CISCO Routers and Switches
Requisition Number: 1300648257
BACKGROUND:
Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Code 7011 has a requirement for CISCO 4321/K9 Integrated Services Routers (ISR), CISCO Catalysts WS- C3650-48TD-S 48-port gigabit switches, to support the a development common architecture for the signal processing equipment of networking equipment for the data received from the in-water sensors at the Southern California Offshore Range Expansion (SCORE) Anti-Submarine Warfare (ASW) Range and the Pacific Missile Range Facility (PMRF). Total value of this contract (with all options exercised)is estimated at .
Code 7011, the Systems Engineering Branch, has been tasked to develop and build a development suite of equipment to analyze, report, and display the data received from the in-water sensors at the SCORE ASW Range and the PMRF. In designing the analysis system and in order to reduce design costs, Code 7011 is building on previous work using the same equipment and software, whenever possible; adhering to the goal of cross-compatibility with other NUWC designed and/or operated Ranges. As a result of this goal of cross compatibility, specific products designed and fabricated by CISCO have been obtained from qualified vendors for use in various NUWCDIVNPT systems.
Based on equipment characteristics defined by Code 7011 required to support system design, a market analysis was conducted on comparable products (refer to Market Research document provided separately). The analysis determined that CISCO products continue to meet the defined requirements.
The Department of Defense (DoD) entered into a Joint Enterprise Level Agreement (JELA) with CISCO in September 2014 for technical support and services, providing access to CISCO SmartNet Total Care technical support and additional resources, covering all CISCO hardware and software. This requirement, upon purchase, will automatically be added to the Agreement and covered by the JELA.
In addition to miscellaneous bankcard purchases, recent procurement history related to the signal processor networking projects is provided below:

REQUIREMENTS:
In order to maintain compatibility in both hardware and software design, Code 7011 is requesting the purchase of the following for use in the SCORE, PMRF, and AUTEC ranges’ Acoustic Signal Processing (ASP) subsystems:
Model Description Quantity Application/Use WS-C3650-48TD-S 48-port Gigabit Switch 18 ASP Subsystem CISCO 4321/K9 ISR Integrated Services Router (ISR) 10 ASP Subsystem
BRAND NAME SPECIFICATION:
The CISCO 4321/K9 ISRs as well as the CISCO Catalysts WS-C3650-48TD-S switch meet the Government minimum requirements and are all National Information Assurance Partnership (NIAP) approved. The design of the equipment is proprietary to CISCO as is the CISCO IOS® (CISCO’s networking software). The Government cannot require another manufacturer to meet the CISCO performance specifications without violating CISCO’s proprietary rights. The ASP subsystems and network infrastructure installed at the aforementioned ranges have been designed utilizing CISCO components because these components have been tested and found to work in our particular range design and development applications.
The Government has invested much time and funding in investigating products of this type for use at the above listed ranges over the last 20 years on several different projects. The suite of equipment has been designed around these CISCO products. This equipment, upon purchase, will be plugging into other CISCO networks. Procurement and subsequent installation of equipment other than CISCO will limit the ability to communicate and interface with those networks due to CISCO proprietary protocols embedded into its IOS. It is estimated that the Government would incur redesign expenses in excess of to integrate a new system with the existing CISCO IOS design, and would result in a minimum of 18 months of delay.
Furthermore, the Government would face additional costs to purchase the new equipment (due to non-compatibility with the existing equipment), as well as costs associated with training personnel on the use of the new equipment. Costs for new equipment are estimated at with associated training costs of . Therefore, it is in the best interest of the Government to procure CISCO equipment.
RESELLERS:
Due to concerns stemming from Federal investigations into “grey market” CISCO hardware and maintenance, only CISCO partners and/or authorized resellers should be considered for this award. Equipment must be new, not refurbished, and in original CISCO packaging.
