NOTE: In order to prevent delays in processing of invoices for payment the following process is hereby instated.

If a vendor submits prior to shipment, the WAWF document will be rejected with instructions to resubmit upon a valid delivery time frame.

Failure to adhere to this process will cause unnecessary delays and additional effort on all parties concerned.

HQ G-2-0009 SUPPLEMENTAL INSTRUCTIONS REGARDING INVOICING (NAVSEA)(APR 2015)

(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the technical instruction (TI), sub line item number (SLIN), or contract line item number (CLIN) level, rather than on a total contract/TO basis, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by TI, SLIN, or CLIN level. For other than firm fixed price subcontractors, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal. Subcontractors may email encryption code information directly to the Contracting Officer (CO) and Contracting Officer Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the CO and COR; or other method as agreed to by the CO.

(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and CO on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and CO email notification as required herein.

Section L - Instructions, Conditions and Notices to Bidders

UW L-2-0001 Instructions to Offerors The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, schedule, price and other factors considered (tradeoff). Offerors shall submit technical proposals (not to exceed 3 pages) addressing the following factors, which shall be used to evaluate offers:

Technical Approach Manufacturing Approach.

Past Performance Delivery schedule Price

The non-cost factors are listed in descending order of importance and when combined are significantly more important than Price. However, Price is important and will be considered. The importance of price will increase with the degree of equality of the offers in relation to the other factors, or when it is so significantly high as to diminish the value of the other factors to the Government.

1. Technical Approach - Offerors shall submit in detail a

Fiber design and development plan in accordance with the specifications addressing the attenuation and numerical aperture requirements, cladding diameter, and hermetic carbon coating n value requirement.

2. Manufacturing Approach – Offerors shall submit in detail a manufacturing approach for meeting the objectives of the solicitation. The approach shall address challenges of producing a carbon coated 80 micron fiber with the required prooftest, stress corrosion value, and continuous length requirements.

3. Past Performance - Offerors shall provide information relative to past performance:

a. Provide information supporting the offeror’s experience in producing fiber with the combination of numerical aperture and attenuation.

b. Provide information supporting the offeror’s experience in producing high proof test carbon coated fiber, especially of 80 microns or less.

c. Provide information supporting the offeror’s understanding of the reliability and strength statistics of their production of carbon coated fibers of 80 microns or less.

d. Provide information supporting the offeror’s experience obtaining high stress corrosion value with carbon coated fibers.

e. .

f. Offerors that are newly formed entities without prior contracts should list contracts and subcontracts as required above for all personnel.

The Government may consider information concerning the offeror’s past performance that is not contained in the proposal. This may include information furnished by points of contact not named in the proposal or information from other sources such as commercial rating services. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance.

4. Schedule - Offerors shall submit a milestone schedule or plan to deliver by October 1, 2017.

5. Price

Price will be evaluated based on the contractors proposed Firm Fixed Price for the effort. Note: If only one offer is received the contractor will be contracted and required to supply cost and price data to support its proposed price.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Section M - Evaluation Factors for Award

UW M-2-0001 EVALUATION FACTORS

EVALUATION FOR AWARD - BEST VALUE

(a) Award will be made to the responsible offeror whose proposal contains the combination of those criteria offering the best overall value to the Government. This will be determined by comparing the difference in value of technical (non-cost) features of proposals with the difference in the cost to the Government. Offers will be evaluated on five evaluation factors, TECHNICAL APPROACH, MANUFACTURING APPROACH, PAST PERFORMANCE, DELIVERY SCHEDULE, AND PRICE.

(1) Technical Approach

(2) Manufacturing Approach

(3) Past Performance

(4) Delivery Schedule

(5) Price

(b) The non-cost factors are listed in descending order of importance and when combined are significantly more important than Price. However, Price is important and will be considered. The importance of price will increase with the degree of equality of the offers in relation to the other factors, or when it is so significantly high as to diminish the value of the other factors to the Government.

i. Technical Approach will be evaluated to determine how the offeror plans to design and develop the fiber in accordance with the Government Minimum Specifications (Attachment #1).

ii. Manufacturing Approach will be evaluated to determine the likelihood of meeting the Government’s Minimum Specifications.

iii. Past Performance: The Government will evaluate past performance as an indicator of the offeror’s expected future performance. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor's performance are representative of the types of data that may be considered. The Government may contact points of contact listed in the offeror's proposal for the purpose of obtaining additional past performance information. The number of contacts, if any, will be determined by the Government at its discretion. Selection of contacts may be random. Although past performance at any period will be considered more recent past performance will be considered more heavily.

(1) The Government will consider past performance on contracts for delivery of fibers with similar performance characteristics to those required in this solicitation, including those for 50 microns or less diameter fiber, and high strength fiber.

(2) Past performance information may be provided by the offeror, as solicited.

(3) The Government may consider information concerning the offeror’s past performance that is not contained in the proposal. This may include information furnished by points of contact not named in the proposal or information from other sources such the Past Performance Information Retrieval System (PPIRS).

(4) In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance.
