UW C-2-0005 STATEMENT OF WORK
STATEMENT OF WORK
(SOW)
ACOUSTIC ASSESSMENT OF NAVAL SONAR ARRAYS
PR No. 1300625037
1.0 BACKGROUND
Naval Undersea Warfare Center, Newport Division (NUWCDIVNPT) is responsible for the engineering evaluation of various naval platforms and sonar systems. The Advance Technology Modeling & Simulation Division (Code
851) has a requirement for engineering and technical assistance in evaluating intricate Analytic Acoustic Models (AAM) and Finite Element Models (FEM) which can then be used to assess the performance of sonar systems.
Innovative hull and flank passive SONAR array designs are of specific interest for this requirement.
DoD 2011.2 Small Business Innovative Research (SBIR) Solicitation, Topic Number N112-156 was released on 06 June 2011. After a Technical Review of the received proposal, three SBIR Phase I awards were made on 03/14/2013; one to Weidlinger Associates, Inc. (WAI) (Contract N00014-13-C-0099) and two to two other companies. After the Phase I effort was completed by all three awardees, the results were reviewed and WAI was requested to submit a Phase II proposal based on their successful Phase I effort. After a review of the Phase II proposal, WAI was awarded the option under contract N00014-13-C-0099 for SBIR Phase II development.
The objective of SBIR Topic N112-156 was for the development of modeling methods and software that accurately predicts flank array self-noise levels. This topic sought innovative approaches for transitioning modeling methods that can extend self-noise modeling of hull arrays where conventional finite element approaches fail (or takes an enormous amount of time to converge on a solution). At the time, a comprehensive set of fully elastic analytical models for submarine coatings, UUV coatings, flank array sonar systems and torpedo sonar windows did not exist.
The SBIR Phases are as follows:
PHASE I: Develop and validate analytical methods for a transitioning model applicable for high frequency and wave number regimes for fully elastic structures. The model should include a fluid that supports acoustic pressure, an acoustic coating, a backing plate, and ribs having three degrees of freedom.
PHASE II: Further refine analytical methods from Phase I by extending this to a multi-layer array system and develop a modeling tool that can be made available to the Navy design community. Predict the noise due to shear waves and its potential impact on system performance. Test against experimental data and key benchmarks.
PHASE III: Transition MATLAB code to the acquisition community.
Phase I and Phase II were successfully completed. Phase III is still in process. The Office of Naval Intelligence will be assessing the performance of the SBIR WAIHAT MATLAB model based on successful completion of all modeling tasks under this Phase III contract.
2.0 SCOPE
The Contractor shall provide engineering services using Weidlinger Associates Incorporated High Frequency Analysis Tool (WAIHAT) for the evaluation of SONAR array performance against known self-noise sources and evaluate the expected SONAR Array Gain due to signals incidence upon the array at various angles. The Contractor shall provide a resultant Signal-to-Noise Ratios (SNR) assessment of a foreign SONAR system. Services include development and evaluation of the analysis methods used to execute Analytic Acoustic Models (AAM) and Finite Element Models (FEM). The specific tasking to be performed is defined in Section 4.0 of this SOW.
3.0 APPLICABLE DOCUMENTS
None
4.0 REQUIREMENTS
Using the Weidlinger Associates, Inc. High Frequency Analysis Tool (WAIHAT), The Contractor shall provide engineering services for the evaluation and assessment of SONAR flank arrays.

The Contractor shall validate the results of this assessment with Finite Element Models in terms of material layer thickness and material properties, array geometry, signal response and flow noise. The Contractor shall compare the WAIHAT results to historical data which had previously been provided to the Contractor as GFI under SBIR Contract number N00014-13-C-0099. The Contractor shall provide the assessment results of the flank array systems, the validation results with the Finite Element Models, and the historical comparison results.

If a contractor employee is a passenger in a government vehicle or a vehicle rented by the government, it would be on a "no additional cost to the government" basis. If a contractor employee is a passenger in a government vehicle, the contractor shall indemnify and hold the government harmless from all liability resulting from personal injury or death or damage to property which may occur as a result of such joint travel. When a contractor is a passenger in a vehicle rented by the government, liability would be limited to the terms set out in the U.S. Car Rental Agreement in effect at the time of any incident.
