C11 STATEMENT OF WORK (JAN 2012)

STATEMENT OF WORK

(SOW)

Solid Oxide Fuel Cell (SOFC) Stack Testing

PR No.: 1300613414

1.0 Background

The United States Navy is investigating air-independent, high energy density power sources that will extend mission times for Unmanned Undersea Vehicles (UUVs). To this end, the Department of Energy (DOE)’s SOFC Program is funding efforts to further the research and development of these stacks which are being targeted as replacements for the current battery-powered systems employed by UUVs. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) is committed to testing and characterizing a SOFC stack for future UUV applications. As part of this effort, NUWCDIVNPT needs to procure a 1kW SOFC stack for evaluation. Unique stack geometry and low operating temperature are seen as critical to NUWCIVNPT’s current technology assessment effort.

2.0 Scope

This Statement of Work (SOW) sets forth the work effort required by the Contractor to develop and build a 1kW SOFC stack as well as provide technical support for the fuel cell stack testing. This effort includes acceptance testing of the fuel cell stack and delivery of the stack to NUWCDIVNPT for testing as described herein.

3.0 Requirements

In accordance with the Statement of Work (SOW) Task 3.1, 3.2, and 3.3, the Contractor shall provide the services specified herein.

The Contractor shall design and procure balance of plant (BoP) for the SOFC stack that will work with the mechanical and electrical interfaces as well as the ½ inch tubing for gas flow of NUWCDIVNPT’s pressure vessel.

The Contractor shall provide the following BoP ancillaries that will enable stack testing.

1. The Contractor shall provide the manifolds attached to the stack.

2. The Contractor shall provide the hot electrical power take-offs.

3. The Contractor shall provide the cell block voltage instrumentation and feed-throughs.

4. The Contractor shall provide the in-stack thermocouples and feed-throughs.

The Contractor shall conduct an acceptance test of the integrated SOFC stack at their facility. The acceptance test shall be performed in accordance with industry standards and include qualification testing for leaks and instrumentation check-out.

The Contractor shall compile the acceptance test and qualification test results, The fuel cell stack must pass the acceptance test and the test results must be accepted by the Government prior to shipping of the fuel cell stack.

Upon Government acceptance of the acceptance test results, the Contractor shall ship the integrated SOFC stack to NUWCDIVNPT.

The Contractor shall be responsible for shipping the SOFC stack, balance of plant, and ancillaries to

NUWCDIVNPT.

Deliverables: The Contractor shall provide the acceptance test results per CDRL A001.

The Contractor shall deliver the integrated SOFC stack to NUWCDIVNPT.

3.2 Task B: Technical Support of NUWC Testing

The Contractor shall remotely provide technical support for Government meetings which include test design meetings, test planning meetings, and Test Readiness Review (TRR) meetings.

The Contractor shall provide one (1) week of on-site test support during the testing of the SOFC stack at NUWCDIVNPT. The Government and the Contractor will coordinate the specific dates of this testing at

NUWCDIVNPT.

Upon completion of stack testing at NUWCDIVNPT, the Contractor shall be responsible for the shipping of the stack from NUWCDIVNPT back to the Contractor’s facility.

For other than firm fixed price subcontractors, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced.
