SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
GENERAL INFORMATION

The purpose of this amendment it to:
1. Extend the closing date of the RFP to 04/25/17 – 02:00 pm Eastern Standard Time (EST).
2. Establish a deadline for Industry Submission of Questions. The deadline for RFP questions submission is 04/12/17 – 02:00 PM EST. After this date and time, the Government may not respond to questions received.
3. Add a Payment Note to Section G.
4. Add the following statement to the Additional Information in Section J:
Production Lot Size: One (1) production lot shall consist of 800 cells, divided into four (4) crates of 200 cells per crate. If the Government exercises a CLIN with a number non-divisible by 800 (e.g. 4200), then the contractor shall deliver lots of 800 with the last lot being less than 800.
5. Answer the following questions posed by Industry:
Question: Please clarify the requirement for a Small Business Subcontracting plan. If a bidder is a small business, must that plan be prepared and submitted?
Answer: A small business offeror does not need to submit a Small Business Subcontracting Plan. (The applicable FAR Clause 52.219-9, Small Business Subcontracting Plan (DEVIATION 2016-O00009), states in (a): "This clause does not apply to small business concerns.")
Question: In Section 52.215-1 Instructions to Offerors paragraph (f)(6) (on the top of page 45), it states that
"(6) The Government reserves the right to make multiple awards if, after considering the additional administrative costs, it is in the Government's best interest to do so"
However, in HQ M-2-0001 BASIS of AWARD, it states that "ALL UNITS OF ALL ITEMS WILL BE
AWARDED TO ONE OFFEREOR. OFFERS THEREFORE MUST BE ON THE BASIS OF
FURNISHING ALL UNITS OF ALL ITEMS.
Aren't these 2 sections in conflict with one another? Please advise how these sections do not conflict with one another.
Answer: FAR 52.215-1 is a required provision that must appear in all competitive acquisitions, so (f)(6) cannot be modified. Based on the provision HQ M-2-0001, the Government plans on making award to a single offeror that proposes on all items within the RFP.
Question: In calculating the Total Evaluated Price (page 57 of subject RFP), will the Government be using the Evaluated price for each CLIN (i.e. calculating an average, and then multiplying that average by the maximum quantity) and then adding the Evaluated price for each CLIN to each other to obtain an overall price, or, will the quoted prices themselves for each stepladder be used to calculated the total price.
For example, using the examples shown on pg 56 for CLINS 0005 and 0006 (and assuming there were only CLINS 0005 and 0006 on the RFP, and the silver content is 20 TO @ $7/TO, is the calculation for a GRAND TOTAL like this?

0005 Production Run 2,000 4,000 $200 $340 $1,360,000
4,001 6,000 $175 $315 $1,890,000

6,001 8,000 $150 $290 $2,320,000

TOTAL 18,000 $158,000
Average Kit Price $8.78
Avg Kit Price x Max Qty $70,240
GRAND TOTAL $2,545,760
Answer: In calculating the Total Evaluated Price, the Government will be using the Evaluated price for each CLIN (i.e. calculating an average, and then multiplying that average by the maximum quantity) and then adding the Evaluated price for each CLIN to each other to obtain an overall price.
Using the examples shown for CLINS 0005 and 0006 (and assuming there were only CLINS 0005 and 0006 on the RFP, and the silver content is 20 TO @ $7/TO) the calculation for a GRAND TOTAL is $2,545,760.
Question: How are we supposed to fill in Section B of the RFP?
For CLINS 0001, 0002 and 0003, this is self-explanatory, however, once the unit price and the amount are filled in, what goes in NET Amount?
For the remainder of the CLINS (which have stepladder pricing, should we just fill in the Stepladder Pricing Table starting on page 11 of the RFP? If so, what about the area which says NET amount? For example, say CLIN 0004 has a NET AMT section listed. Is this left blank?
Please advise.
Answer: For CLINS 0001, 0002 and 0003, you do not need to fill in a NET Amount.
For the remainder of the CLINS (which have stepladder pricing), you only need to fill in the unit price for the stepladder quantities in the stepladder table (that begins on page 11 of the RFP). You do not need to fill in Section B or NET AMT for these CLINS.
Question: Can the Government please consider the incorporation of Progress Payments (52.232-14) along with 52.232-16 into the RFP? Some bidders may be Small Businesses.
Answer: No, the Government will not allow for progress payments.
52.232-14 and 52.232-16 will not be added to this RFP. In an attempt to ease the burden on small business we are willing to allow for the delivery of individual lots and then provide payment on those individual lots. For example, if we purchased 8000 units and you were to deliver them in lots of 800 units, you could deliver Lot 1 and get paid for Lot 1 after inspection and acceptance, deliver Lot 2 and get paid for Lot 2 after inspection and acceptance, so on and so forth.
Question: Can the bidder absorb some or all of the costs of the CLINs 0001, 0002 and 0003 and still be considered competitive? That is, can the bidder quote these CLINs at zero or NSP? Would the bidder be disqualified from award for submitting this type of cost?
Answer: Please refer to RFP Clause HQ C-2-0062 'WAIVER OF FIRST ARTICLE REQUIREMENTS (NAVSEA)(SEP 1990)' and RFP Provision HQ M-2-0011 'WAIVER OF FIRST ARTICLE
REQUIREMENTS (CONTRACTOR TESTING)(NAVSEA)(JUL 2000)'.
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 11-Apr-2017 02:00 PM to 25-Apr-
2017 02:00 PM.
SECTION G - CONTRACT ADMINISTRATION DATA
The following have been added by full text:
NOTE ON PAYMENT
The Government will allow for partial deliveries and partial payments. For example, if the Government purchased 8,000 units and the vendor were to deliver the units in lots of 800 units, the vendor could deliver Lot 1 and get paid for Lot 1, deliver Lot 2 and get paid for Lot 2, and so forth.
